Responsibilities Develop and/or revises a full range of policy guidance documents to provide current and relevant information to the Bureau. Conduct formal and informal training and information sessions to educate staff across the organization about the policy requirements and their responsibilities in the program. Provide management and oversight of real property, personal property, and fleet programs. Participates in the evaluation of field office performance through the internal control review process. Provide Bureau of Land Management (BLM) direction on planning, acquisition, management, inventory, utilization, and disposal of all personal property. Manage the BLM property management program. Review and analyze program data from reviews and evaluations, reports of survey, and other data to recommend changes to programs and procedures. For the GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as: Reviewing nationwide guidance and policy for real property, personal property, fleet management, leasing, and space management; Drafting regional or local level guidance or policy for real property, personal property, fleet management, leasing, or space management; Assisting with budget development and program performance evaluations at the regional or local level for real property, personal property, fleet management, leasing, and space management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work generally takes place in an office setting. Frequent travel by air and land to BLM offices and other locations in the United States, is required. Occasional travel to field locations by governmental vehicle to extreme elevations and climate, where hiking or travel by off-highway vehicle, small plane or helicopter in remote areas may be required. Work Environment: Work is usually performed in an adequately lighted, heated and ventilated office setting, although there may be occasional exposure to weather extremes, primitive or widely varied types of transportation, and file risks when engaged in field work or travel.
