Property Manager 3 oversees daily operations of an affordable housing apartment community of greater than 100 total units. DePaul Properties offers rental housing to income eligible tenants and people with special needs. This position will maintain compliance laws as defined by each governing program related to the site, (training on the site-specific compliance laws and specific expectations will be trained by DePaul staff). The PM will be responsible for all aspects of site operations including tenant issues, leasing, occupancy of units, physical plant maintenance and issues, security and community liaison. This position will also be responsible for encouraging and promoting a positive living environment for tenants and work environment for employees.

Make a positive difference in someone's lifeSupportive work environmentWe value diversityOpportunity for professional development and career advancementExcellent benefitsCompetitive wages- position range from $65,000-$68,120/year Responsibilities Ensure adherence to HUD, DHCR, HFA, Fair Housing, ADA, OMH and all other relevant local, state, and federal regulations regarding multifamily housing.Maintain an accurate waiting list and ensure compliance with program regulations.Conduct resident and applicant interviews for eligibility.Follow all company policies and procedures, ensuring compliance with training, manuals, memos, and other communications.Track and document the details of telephone and in-person prospect interactions.Conduct property tours and lease apartments to prospective residents.Evaluate and process rental applications, ensuring compliance with the Tenant Selection Plan, Marketing Plan, Compliance Programs, and all relevant laws.Conduct new resident orientations, explaining property rules and regulations.Perform move-in and move-out inspections with residents.Attend and participate in site staff meetings, corporate management meetings, and other required meetings.Stay current on all local and state tenant-landlord laws to ensure compliance with legal requirements regarding rent payments, habitability, privacy, notice requirements, and other tenant rights and responsibilities.Oversee all property maintenance activities, including regular grounds inspection. Coordinating routine maintenance and repairs, and arranging contracts for services like trash removal, landscaping, and security.Ensure work orders are completed and updated in relevant software, following up with residents as needed.Walk the property regularly to inspect vacant apartments, model units, common areas, landscaping, lighting, and pavement conditions, reporting issues to the Operations/District Director.Prepare the property for audits or regulatory inspections.Supervise apartment inspections related to move-in and move-out procedures.Ensure timely communication with Operation/District Directors regarding property operations, resident concerns, and any significant changes or issues.Oversee the security personnel, equipment, and systems to ensure the safety and security of the residents and property.Collaborates with community stakeholders to foster positive neighbor relations and strengthen community ties.Works in collaboration with special needs service providers that come on site to work with residents in accordance with their program and needs. Enforce lease agreements and community rules in accordance with Fair Housing laws, ensuring consistent and fair treatment for all residents.Maintain a welcoming and professional office environment, providing excellent customer service to residents, prospects, vendors, contractors, and staff.Manage resident communications related to rent payments and past-due balances, including reminders, payment arrangements, and legal actions in line with company timelines.Collect rent payments, process billing, post payments, and deposit receipts according to company procedures (including handling Section 8 and other supplemental payments).Prepare the required reports for Operations/District Directors, Accounting, and other departments.Complete move-out paperwork and manage security deposit processes, ensuring accurate data input into relevant software.Perform other duties and responsibilities as needed or requested. Qualifications High School diploma or equivalent. Bachelor’s degree preferred. Preferred Certifications: Housing Credit Certified Professional (HCCP), Certified Credit Compliance Professional (C3P), Tax Credit Compliance Specialist (TaCCs).Section 8 / Affordable Housing tax credit strongly preferred.Three or more years of experience in multi-family property management to include direct supervision of others.Proven Marketing or leasing experience.Excellent customer service skillsAbility to perform in a busy, changing, multi-tasking work environment.Requires the ability to physically inspect property (or properties) and individual units.Requires the ability to read, speak and comprehend English language.Knowledge of Microsoft Word, Excel, Yardi, or other equivalent software preferred.The ability to learn accounting software is essential.Requires a valid New York State driver’s license, insured vehicle, and the ability to travel (on-call, emergencies, training, etc.) as needed.SKILLS:
