NeighborWorks Umpqua (NWU) is a nonprofit organization dedicated to developing affordable housing, strengthening communities, and promoting economic opportunity in Southern Oregon. For over 30 years, we have worked to create lasting change by providing access to quality housing and financial resources.
We are seeking a Property Manager to oversee the day-to-day operations of NWU properties. This role ensures tenant satisfaction, compliance with housing regulations, and proper maintenance while managing financial and administrative responsibilities.
Responsibilities
+ Create a positive atmosphere for residents by responding to requests and concerns in a timely and professional manner.
+ Oversee tenant relations, including lease agreements, enforcement of rules, and conflict resolution.
+ Conduct applicant interviews, manage rental agreements, and maintain property waiting lists.
+ Ensure compliance with HUD, USDA Rural Development, Tax Credit, and HOME program regulations.
+ Perform income certifications and re-certifications, issue rent increase notices, and maintain financial records.
+ Monitor property budgets, track expenses, and assist with financial planning.
+ Conduct regular property inspections to ensure proper maintenance and compliance.
+ Collaborate with resident services staff to provide programs and engagement opportunities.
+ Maintain positive relationships with community partners, emergency services, and housing agencies.
Qualifications
+ At least one year of experience in residential property management, preferably in a low-income housing setting.
+ Knowledge of landlord-tenant laws, fair housing regulations, and property management best practices.
+ Experience with conflict resolution, crisis intervention, and tenant relations.
+ Basic accounting and financial tracking skills.
+ Proficiency in Microsoft Office and property management software.
Preferred Qualifications
+ Certifications in HUD, LIHTC, Rural Development, or HOME-related programs (or willingness to obtain certification within 12 months).
+ Experience managing affordable housing properties and understanding compliance requirements.
Work Environment and Physical Requirements
+ Office-based role with regular on-site property visits.
+ Ability to sit, stand, and move throughout residential buildings.
+ Regular use of a computer, phone, and office tools.
+ Occasionally lift and move up to 15 pounds.
