Property Specialist
Overview ***This position will be physically located in The Marshall Islands in support of LOGCAP*** Under supervision of the Property Manager, reports to the garrison Property Book Officer (PBO). the Property Specialist is responsible for coordinating government property issues and receipts. Maintains accuracy in hand receipts for. Stores and issues materials, equipment, and other items from stockroom, warehouse, storage yard or material control point to ensure continual accountability of government property IAW FAR, and DFAR and as instructed by the Property Book Officer Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Coordinates to ensure a 100% accountability of Government Property and Material are maintained in accordance with applicable Government regulations. Ensures proper receipt, documentation, processing and delivery of all supplies and property IAW applicable Army Regulation and POs and PIOPs. + Verifies inventory by comparing physical counts of stock and investigates discrepancies and/or adjusts errors. Prepares and reviews appropriate adjustment documentation for lost, damaged, or destroyed Government materials; including appropriate causative research is provided for review IAW established timelines. + Receives and counts stock items, and records data using GCSS automated system + Marks stock items using identification tags, stamps, electric marking tools, or other labeling equipment. + Performs periodic and monthly inventories recording quantity of items available. + Assists/leads in palletizing, sorting and banding of parts and or materials for turn in to DLA as instructed by the PBO. + Complies with the Performance Work Statement (PWS), Technical Exhibits (T.E.) and Policies and Standard Practices (P&SP’s) + Utilizes a good working knowledge of governing property and material management systems, programs, policies, procedures, work methods, regulation, or other established guidelines, to take appropriate property control and material management action based upon application or interpretation of established guidelines. + Manages and maintains through periodic maintenance, administrative records and submit program status reports IAW + established policies and procedures. + Perform duties involving FLIPL process, requesting, receiving, issuing, turn-in, accountability, inventory, storage and preservation of all Government Furnished Property and Materials. + Process disposal of excess, defective, or obsolete stock. + Drive trucks to pick up incoming stock or to deliver parts to designated locations. + Performs other duties as required. Qualifications + Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. + Education/Certifications: + A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required. + Must be CAC eligible and/or able to obtain a Common Access Card (CAC) + Must have valid US Passport. + Must be US citizen. + High School Diploma. + Capable of effectively communicating technical information in English, both written and verbal + Experience: + 3 years of experience in Property Management. Related Military experience in Property Book Office Functions and GCSS Global Combat Support System + Functional, comprehensive working knowledge of the Federal Acquisitions and Regulations for Property Management + Working knowledge of supply room operations and inventory management is required. + Be qualified and capable of operate the current government systems of record. + Skills: + Receives, inspects, inventories, loads, unloads, segregates, stores, issues, delivers and turns-in organization and installation supplies and equipment. + Prepare all unit/organizational supply documents. + Maintains automated supply system for accounting of organizational and installation supplies and equipment. + Inspects completed work for accuracy and compliance with established procedures. + Coordinates supply activities. Reviews and annotates changes to unit material condition status report. + Post transactions to organizational and installation property books, and supporting transaction files. + Determines method of obtaining relief from responsibility for lost, damaged and destroyed supply items. + Be qualified and capable of operate the current government systems of record. + Must have familiarity with general office procedures, organizing material, and good housekeeping principles. + Must have good working knowledge of the Army and/or contractor property accountability policies and procedures. + Must have working knowledge of one or more inventory management accountings systems. + Attention to detail with a high degree of accuracy is required. + Intermediate proficiency in Word, Excel, and Outlook applications is required. + High-level organizational and planning skills, so that workflow is managed efficiently and accurately is required. + Ability to effectively respond to inquiries or complaints both verbally and in writing. + Ability to effectively articulate information to management. + Ability to use independent judgment in achieving assigned objectives. + Ability to interpret statutes, regulations and guidelines; Skilled in collecting and analyzing complex data, evaluating information and systems, and drawing logical conclusions; Comfortable managing large data sets; Understanding of levels of potential risks and how to address each risk + Maintain all organizational and professional ethical standards + Ability to challenge current practices and provide feedback in a constructive manner with the goal of improving efficiency and operational excellence of the program; Skill in negotiating issues and resolving problems; and Strategic thinking. + Ability to demonstrate sensitivity to the cultural/ethnic diversity of the service population and to be sensitive to the needs of special populations + Working Conditions: + Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. + Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 130 degrees in the summer months). + Includes some industrial production environment conditions as well. + Physical Requirements: + Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. + Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. + Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. + Must comply with all Fire and Safety Regulations and post policies.
