POSITION SUMMARY: 

 This position manages the Fabrication Estimating Department.

What you’ll do

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES: (This list is not intended to detail all aspects of the assigned work but is representative of the job’s overall responsibilities.) 

Identify and track fabrication bid opportunities.Ensure production of timely, accurate and complete estimates and bid submittalsDevelop and maintain fabrication estimating systems, standards and procedures.Establish and maintain the organization of the Estimating Department. Assign work responsibilities, set expectations and provide performance feedback.Recruitment and development of all Estimating Department personnel.Compile and maintain estimating and technical proposal information databaseCompile and maintain relevant information about Fabrication market competitors.Oversee and assist with the preparation of bids and technical proposals.Ensure proper records and filing systems are maintained for all estimates and contracts.Oversee the review, analysis, and selection of major subcontractors and supplier quotes.Develop a project-by-project bid strategy for winning awards and meeting the Companies overall financial goals.Establish and maintain beneficial relationships with Customers, Consultants, Subcontractors and Suppliers.Ensure that Lessons Learned and historical production returns are reflected in bids.Ensure proper turnover effort to Project Management after contract award.Ability to review estimates with the prime estimator for final bid review with VP/Director before final BET meeting.

 JOB SCOPE:  Day to day management of the Fabrication Estimating Department. Additional responsibilities as outlined above.

 SUPERVISORY RESPONSIBILITY:         

The Proposal & Estimating Department Manager supervises a team of up to twelve (12) employees, which includes Sr. Estimators, Estimators, Procurement Specialists, and a Contracts Coordinator.

 INTERPERSONAL CONTACTS:  

The position serves as an internal advisor and consultant with peers and senior executives with regard to his/her functional areas of expertise.  He/she interacts with leaders of other business units as required to assist in estimating activity.  The ability to establish and maintain positive business relationships with internal and external contacts is a key component of this position.  The ability to influence, negotiate, direct and accommodate competing business and/or leadership interests is required.

Ability to understand technical documents, technical manuals, and drawings.Ability to research and interpret contract documents and regulatory publications.Ability to write reports, business correspondence, and procedure manuals.Ability to effectively present technical presentations to a diverse audience.Ability to answer questions regarding issues outside the estimating departmentStrong influential skills to direct employees not in line of authority.Excellent mediation and conflict resolution skills.Ability to succeed in a diverse team environment.Ability to define problems, collect data, establish facts, and draw valid conclusions.Possess working knowledge of all of the facility production processes.Full understanding of production planning and work sequencing processes.Ability to identify new processes and procedures required by industry change.Ability to identify work priorities in a constant changing environment.Strong understanding of various factors that yield a successful bid.Strong computer skills extremely useful with emphasis on MS Project/P3, CAD, spreadsheet, and word processing applications.EVMS background with full understanding of process.

EDUCATION AND/OR EXPERIENCE:

BS degree preferred but may be substituted with technical training and/or experience.

Advanced knowledge of estimating strategies and techniques. Understanding of construction, terminology and contracts.

Minimum ten (10) years of experience in fabrication, production and estimating field.  Five years of management experience required.

CERTIFICATES, LICENSES AND REGISTRATIONS:   None required.

PHYSICAL DEMANDS: The physical demands for this position are limited. Operating of a motor vehicle and a valid driver’s license required.  Travel required within North America, with possible overseas travel required as well.  The role requires working extended hours, including weekends, holidays and evenings to perform assigned duties.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

WORK ENVIRONMENT:   The work environment for this job is primarily office-oriented, although some job responsibilities require out-of-town travel.  Occasional requirement to tour ship repair yard and perform inspections aboard ships.  While in production areas, exposed to all types of weather conditions, noise, dusts and odors.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
