The Proposal consultant is responsible for leading, planning, scheduling, and overseeing the timely development and delivery of high-quality responses to federal government business opportunities, from opportunity qualification to post-submission activities, in a growing, fast-paced, service-oriented environment.
The ideal candidate is a thought leader with excellent analytical skills and strategic vision to see the big picture without overlooking the details, foster a positive and responsive team environment, and quickly adjust to dynamic proposal schedules and requirements. The Proposal Manager is also a master communicator that implements capture and proposal strategies into proposal content, elicits collaboration and commitments from internal and external resources while helping them adhere to strict deadlines, and schedules and completes multiple concurrent tasks.
Key Responsibilities
Manage the successful development and delivery of compliant, competitive, cogent, and compelling proposals through effective leadership and collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors.Exercise full responsibility, accountability, and authority on each assigned proposal, from early Capture support (e.g., RFI, white paper), through response development management and support, to its timely submission and post-delivery requirements (e.g., oral presentation, best and final offer, etc.)Analyze solicitation requirements to assess the response strategy; create the proposal’s annotated outline; establish and communicate the proposal development plan and review schedule; prepare the compliance matrix and kick-off materials; and manage the SharePoint site for each bid.Work with Business Unit management to determine author and reviewer assignments as well as to integrate win strategy, themes, proof points, and discriminators into proposal.Create a complaint outline and write the first draft of the proposals for sections like Management volume, Past performance, Resume, etc.Coordinate and conduct proposal activities with internal and external subject matter experts and corporate organizations (Finance, Contracts, HR, Operations) to maximize each bid's probability of win.Oversee, facilitate, and conduct daily proposal activities, including solutioning sessions, team meetings, writing development, editing, reviews, graphics conceptualization, formatting, and production.Develop high-quality content by working collaboratively with section authors and provide insight, leadership, and content guidance to each author.Maintain proposal visibility by tracking status of activities in SharePoint and reporting on assignment updates during status meetings.Schedule, facilitate, and conduct Color Review Kickoff and Debrief meetings, perform compliance reviews, and exercise version control to ensure team members are reviewing and working on the correct documents.Take ownership of proposal quality in content and appearance in preparation for color reviews and final delivery by performing rigorous quality assurance and compliance checks on draft and final documents.Perform proposal production and delivery activities to ensure timely submissions.Conduct and document proposal lessons learned, design process improvement plans to address findings, and manage/support their implementation.Support department activities to maintain past performance, resumes, proposal processes, and other knowledge management libraries. QualificationsRequired Qualifications
Bachelor’s degree.A minimum of 8 to 10 years of proven, successful experience managing and winning IT federal proposals in a dynamic, fast-paced, and growing environment.Additional Qualifications
Preference will be given to candidates with proposal writing experience: researching and gathering information from multiple sources (SMEs, previous proposals, the Internet) and synthesizing the findings into a cohesive, easy-to-read, and persuasive final product.Excellent leadership, communication, problem-solving, organizational, prioritization, teamwork, diplomacy, and customer service skills.Ability to support and meet dynamic and tight deadlines, including beyond regular hours, with a customer-oriented attitude.Experience and ability working on concurrent proposals in multiple proposal roles.Ability to plan for and adapt to proposal contributors’ working styles and schedules under tight deadlines.Experience and proficiency conceptualizing graphics to support proposal development, and copy-editing adhering to industry standards and corporate style guide.High proficiency in MS Office Suite (Outlook, Word, Excel, PowerPoint), Adobe Acrobat, and SharePoint.Must have examples of successful (won) proposals where candidate played Proposal Manager role.Location: Chinchwad, Pune, India
