Leidos is seeking a Proposal Development Lead for the Health Solutions Business Area, responsible for the timely development and submission of high quality, compelling, and compliant responses to federal and state acquisition efforts in the health IT industry. This position leads a small team of writers and proposal managers and must have the ability to personally manage proposals or develop technical, management, past performance, oral presentations, and other proposal volumes when needed.
The location for this position is at Leidos Headquarters in Reston Virginia, with occasional travel for in-person support at other Leidos offices such as Gaithersburg, MD for major proposal efforts.
Duties include but are not limited to:
Works closely with senior leadership to plan resources needed to optimally and effectively support business development pipeline. Identifies proposal resources such as writers and managers, and plans for resource availability for pre-and post-RFP activities.
Tracks proposal development status across the business areas to provide surge support when needed and recommends remediation actions to ensure timely, compliant, and compelling responses.
Manages all aspects of team of proposal professionals including schedule, assignments, quality and timeliness of deliverables, etc.
Ultimately responsible for overall excellence of all proposal submissions of varying size and complexity across a diverse set of customers.
Provides oversight of proposal process including subcontractor contributions.
Develops proposal strategies for high quality, compliant and compelling proposals to increase win probability.
Effectively communicates with technical experts (e.g. solution architects, subject matter experts) and proposal staff (e.g., desktop publishing, production, graphics) to achieve the objectives of the acquisition effort.
Identifies, sources, and incorporates process improvements.
Participates in the formulation and review of proposal win strategies/themes, discriminator development, graphics development, and feature/benefit analysis.
Researches and gathers data for proposal content and supports development of and population of content to a searchable proposal resource library.
When needed, leads the development of complex proposals in collaboration with the Capture Manager and a team of experts in diverse areas.
Supports the development of orals with script writing, presentation development, feedback for presenters, and coaching to ensure compliant and compelling presentations.
Interacts effectively, both verbally and in writing, with senior leadership and staff including the capture manager, program/project manager, business development manager, and other functionals throughout the development of the proposal, both Pre-RFP and Post RFP.
Supports ad-hoc leadership requests such as internal marketing and communications.
Candidates must have the following qualifications:
BA/BS plus 12 years of relevant experience or master’s degree with 10 years of experience.
Experience with proposal writing or proposal management.
Demonstrated experience developing and applying proposal management tools including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others.
Demonstrated experience applying the rigor of formal proposal processes in the development of proposals.
Possess strong time management and prioritization skills, strong English language skills, excellent attention to detail, and good judgement in decision-making.
Experience with developing oral presentations, and comfort with public speaking and presenting to senior leadership.
Experience with coaching and/or mentoring writers.
Demonstrated ability to lead and interact effectively with other leaders.
Familiarity with FAR based acquisition requirements and processes.
Desired Qualifications:
Relevant experience outside of proposal management (e.g., project management, capture management, account management)
Experience supporting health customers.
Experience managing a team of diverse individuals with various skills.

Pay Range:Pay Range $122,200.00 - $220,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
