HX5 is seeking a Senior Proposal Manager to manage proposals up to, and over $200M in value. This position will lead proposals personnel and matrixed personnel, including corporate department employees, program leaders, field personnel, and functional support to provide proposal management and proposal assessment expertise in accordance with HX5 processes and procedures. The successful candidate must be strategic, experienced, detail oriented, and able to adhere to and apply detailed proposal processes. 

Essential Duties and Responsibilities

Manage large, complex federal proposals, including managing processes and teams, ensuring compliance with requirements, and adhering to win strategies. Develop proposal strategies, win themes, and value propositions with Capture Managers and others across the organization. Establish corporate training modules in proposal processes, methods, and techniques. Manage matrixed, geographically dispersed teams, including volume leads, writers, editors, and subject matter experts. Analyze Requests for Proposal (RFPs) and capture plans to advise Executive Leadership and Capture in making sound bid decisions. Direct day-to-day proposal management activities, including development of proposal work plans, schedules, and action items, to maintain compliance against solicitation requirements. Oversee compliance with proposal knowledge management processes; develop and maintain a centralized proposal library (solicitations, responses, debriefings) or other reusable knowledge database(s) Ensure adequate planning for all proposal activities. Lead/support proposal color reviews. Support development and refinement of templates, and standardized processes to streamline proposal development. Use MS SharePoint for collaborative proposal development and version control. Perform other duties as assigned.

Education and/or Experience

Bachelor’s degree in English, Business, or a technical field. Master’s degree preferred. 15+ years’ experience in proposal environment preferred. 12+ years’ experience in DoD specialized acquisitions required.  Supervising proposal staff and managing / preparing proposals is essential. Experience submitting proposals greater than $200M in total value, to include efforts for, but not limited to, Department of Defense (DoD), NASA, and Space Force proposals. Excellent writing and editing skills, including transforming disparate materials into cohesive, persuasive proposals. Excellent time and resource management skills. Must be capable of working under tight deadlines, with the flexibility to work on several projects concurrently. Very process-oriented, providing structure and detail to proposal pursuits. Working knowledge of the U.S. federal procurement process, including the Federal Acquisition Regulation (FAR) Outstanding communication skills, including presentations, lectures, and training. Proficient in MS Office. Strong leadership skills. Self-motivated and accountable. Ability to work in a dynamic, fast-paced environment. Strong attention to detail and a high degree of accuracy. Self-directed with the ability to work without supervision. Able to interact well with all levels of organization.

Other Position Requirements

Experience managing or supporting Highest Technically Rated Offeror with a Realistic and Reasonable Price (HTRO RRP) procurements. Working knowledge of MS SharePoint. Training in Shipley Methodology. APMP Certification a plus.

Position Type/Expected Hours of Work

This is a full-time, in-office position requiring 40 hours per week and offers a flexible work schedule Monday through Friday during core business hours.

Travel

This position may require up to 25% travel. This may include air travel.

Security Clearance

Must be able to obtain and maintain the appropriate level of security clearance.
