Proposal Manager III

General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.

We have an exciting opportunity for a Proposal Manager to join our New Business Proposals team at our Poway, CA site. This role will primarily support international and competitive proposals but may also support U.S. Government sole-source submissions as well. Requires strong writing and editing skills, project management experience, and the ability to lead ad hoc project teams in order to submit compliant and compelling proposals on behalf of the company.

DUTIES AND RESPONSIBILITIES:

Oversees all activities related to developing, planning, and scheduling of proposals.

Manages the writing, editing, production, and delivery of the proposal.

Develops and implements policies and procedures to ensure business objectives are met.

Provides leadership and guidance in implementing new/revised objectives and maintains liaisons with other department managers.

May accomplish objectives through subordinate management and/or professional staff.

May be responsible for decisions that have a serious impact on outcomes such as changes to schedules or allocation of resources.

Serves as primary interface for proposals with senior management, strategic development, engineering, production, finance, contracts, et al.

Compiles cost, schedule and technical elements for the development of proposals in accordance with RFP specifications.

Manages the research and analysis of historical data, coordinates the development of cost and insures proposals meet RFP requirements.

Recommends strategy and provides guidance for all proposal activities.  Leads solution, theme, and business shaping meetings.

Assigns tasks, reviews work and provides direction to staff while ensuring business objectives are met within established timelines.

Manages and participates in selection, retention, and development of plans for talent acquisition. 

Maintains strict confidentiality of sensitive information.

Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.

 Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
