The Government Proposal Specialist is responsible for the creation, coordination, and submission of high-quality proposals to government agencies. This role involves managing proposal schedules, ensuring compliance with solicitation requirements, and collaborating with cross-functional teams to develop compelling and competitive proposals. Proposal Specialists ensure adherence to published policies and procedures, including detailed record retention and documentation.

Key Responsibilities:

• Government Proposals: Serve as an internal SME in government proposal writing and remain current with all new or amended policies and procedures. Collaborate with internal departments to increase bid win rate.

• Proposal Development: Manage the entire proposal development process from initial RFP review to final submission. Analyze RFPs, RFQs, and RFIs to determine proposal requirements. Develop and maintain proposal schedules, outlines, and compliance matrices. Write, edit, and organize proposal content to ensure clarity, compliance, and persuasiveness.

• Collaboration: Coordinate with internal stakeholders, including business development, technical teams, and subject matter experts, to gather necessary information and inputs. Facilitate proposal review meetings and ensure timely contributions from all team members.

• Compliance and Quality Assurance: Ensure all proposals are compliant with government regulations and solicitation requirements. Conduct thorough reviews and edits of proposal documents for accuracy, completeness, and consistency. Implement and maintain proposal best practices, templates, and tools to improve efficiency and quality.

• Documentation and Reporting: Maintain a repository of proposal documentation, templates, and past performance information. Track and report on proposal metrics, including win/loss rates and feedback from government agencies. Provide post-submission support, including responses to clarification requests and preparation for oral presentations.

Qualifications:

• 2+ years of experience in proposal development, preferably within a government contracting environment or related field

• Exceptional writing, editing, and proofreading skills.

• Excellent project management and organizational skills.

• Ability to work under pressure and meet tight deadlines.

• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

• Strong interpersonal and communication skills to effectively collaborate with diverse teams.

Preferred Knowledge & Skills:

• Strong understanding of the government procurement process and Federal Acquisition Regulations (FAR).

• APMP (Association of Proposal Management Professionals) certification.

• Experience with electronic proposal submission platforms (e.g., GSA eBuy, FedBizOpps).

• Knowledge of industry-specific terminology and technical concepts.

The pay range shown below is aligned with McKesson's pay philosophy, and pay will always be compliant with any applicable regulations. Our Base Pay Range for this position

$72,000 - $120,000
