As the Proposal Writer/Desktop Publisher, you will provide broad-based technical editing/writing skills in a wide variety of areas, specifically in writing responses to requests for proposals (RFP), statements of work (SOW), and performance work statements (PWS). This work involves significant collaboration with team members, diverse professional staff, and reviewers to meet deadlines and produce high quality work products in accordance with in-house and client requirements. Will be responsible for completing a variety of large and/or complex editing and writing projects and will be expected to solve problems of varied scope and complexity associated with specific Full Spectrum Base Operation, Emergency Response, Scientific & Environmental, Temporary & Permanent Power Solutions Support, and other GSS projects. Works with specific Lines of Business (LOB) operational personnel and Subject Matter Experts (SMEs) to document and develop technical solutions for proposals in the areas of peerless Installation Support (ISS), Base Operations Support (BOSS), Air Traffic Management (ATM), Prime Power Management (PPM), and other professional technical services to support our customer's mission with distinction anywhere in the world.
ESSENTIAL JOB FUNCTIONS:
Develops written content on various Government and Commercial proposal efforts focused primarily on GSS projects. High proficiency in developing written technical documents and briefing materials as needed. Interview Subject Matter Experts (SMEs) and interpret solutions into well written and compliant documentation. Requires experience supporting working groups, studies and analysis, document reviews, and coordinates meetings as directed. Follows document templates and style guides, as well as Request for Proposal (RFP) instructions. Knowledge of and ability to use various word processing and desktop publishing software applications. Develop, modify, and maintain document and presentation styles and templates primarily using Microsoft Office (Word and PowerPoint), and on occasion Adobe Creative Suite. Perform or assist in final document assembly and production using Microsoft Word and PDF. Experience with Installation Support, Base Operations Support, Air Traffic Management, Prime Power Management, and other professional technical services, etc. Experience in following style guides and Data Item Descriptions. Ability to recognize grammatical and formatting errors in client document deliverables. Experience working with subject matter experts (SMEs) in support of technical documentation; Applies understanding of Department of Defense (DoD) to proposal development in Federal, and Commercial military, diplomatic, humanitarian, and commercial mission support projects. Ensures compliance of all technical related material to the RFP.
LEVEL OF SUPERVISION:
Works closely with all members of the Proposal Team, particularly the Proposal Manager, Capture Manager, and subject matter experts. Does not supervise. Reports to the Director of Proposals.
EDUCATION & EXPERIENCE:
Minimum of a bachelor’s degree in related area, Civil Engineering preferred. Must have proficiency with Microsoft Office Suite (Project, Word, PowerPoint, and Excel). Requires 5 years technical writing experience. Should have a minimum of 5 years’ technical writing experience in similar Federal solutions. Requires 2 years of experience in proposal/document production/desktop publishing. Experience working in a collaborative online team environment is preferred.
KNWOLEDGE & SKILLS
Must have the ability to interview SMEs and interpret solutions into well written and compliant documentation. Excellent writing skills to include a firm grasp of the technical aspects of writing providing compliant and creative approach to the materials. A clear understanding of proposal process concepts and the ability to apply those concepts in a practical fashion. Advanced software skills in Microsoft Office Word and Adobe Acrobat Pro, and has a working knowledge of Adobe Creative Suite, Microsoft Excel, and SharePoint. A strong understanding of the proposal/publication process which includes document formatting, assembly, and production. Solid project management skills; ability to multitask among various projects and platforms. Ability to pursue new ideas and demonstrate creativity and innovation. Ability to work unsupervised meeting all deadline requirements. Understanding of usability/quality principles and the ability to provide strong advocacy of customer documentation needs and requirements. Technical experience and training sufficient to quickly gain a strong understanding of complex customer applications. Good analytical, problem solving, and interpersonal skills; effective team player. Strong organizational skills; attention to detail; ability to prioritize work load and meet deadlines.

SECURITY CLEARANCE: Must be able to obtain a Secret clearance, TS Preferred.
