Protective Services Training Program Manager - Risk and Insurance - System Wide

Our hospitals, care sites and clinicians are recognized for clinical and operational excellence. **Primary Function/General Purpose of Position** The Protective Services Enterprise Training and Investigations Program Manager (ETIM) will oversee the courses and programs that make up the Learning Curriculum for enterprise protective service, including the proprietary police, security officers and contracted security providers. The Program Manager will partner with internal and external resources like the Learning Design team and the Ohio Peace Officer Training Commission, to design, implement and facilitate education and training programs focused on industry best practice. The ETIM evaluates all existing internal Learning Curriculum training programs, to provide insights for improvements of existing offerings, and identify gaps and develop additional programs as needed. In addition, the ETIM will oversee investigations across the enterprise including criminal and background investigations. The ETIM will play a critical role in assisting Security Managers and Directors with Response to Resistance investigations including conducting interviews and compiling video footage for the Response to Resistance Review Committee. **Essential Job Functions** + Partners with Learning Design and other resources to evaluate and improve upon existing, or builds and implements new programmatic infrastructure, workflows and processes, policies, and change management plans + Builds relationships and collaborate with cross-functional business partners and vendor(s) to uncover skill gaps and learning priorities. + Ensures that all internal and external programs align with each other and add value instead of overlapping and support business objectives. + Proactively drive and support change and continuous improvement of Learning Curriculum courses. + Partners with the Program Manager of Learning Logistics and Data to define and execute on a broad communication and training strategy for Learning Curriculum programs. + Leads coordination efforts with internal and external teams involved in all stages of life cycle management for Learning Curriculum courses, including learning development, design, delivery, and operations technology and platform; associate experience + Serves as subject matter expert and spokesperson for the Learning Curriculum as a whole and individual program offerings within the curriculum. + Acts as a subject matter expert to the learner related to all available learning assets and resources such as firearms, Taser, impact, and chemical defensive tools, as well as relevant external learning resources and other ministry resources to support the learner’s growth and development. + Conducts various training sessions covering required learning programs, as well as specialized programs and refresher training. May also facilitate a variety of meetings and events. + Serves as the project owner for projects within the Learning Curriculum, working with Culture, Talent and Human Resources, team leads within other departments, work plans, budget, and vendors. + Liaises with other Program Managers within the Culture and Talent functions who oversee learning programs, products, or resources represented in the Learning Curriculum to ensure consistency and quality. + Serves as a key stakeholder for initiatives, pilots, or related work that may impact the Learning Curriculum. + Assists with system coordination for the de-escalation and crisis intervention training, including, but not limited to, helping establish baseline measures; identifying staff currently trained and curriculum trained (basic or refresher & included content); review program content initially, then annually, and as needed to identify potential revisions; maintain list and regularly communicate with site leads and instructors; collect relevant stats from all facilities quarterly; coordinate scheduling of basic instructor new certification and recertification; evaluate productivity; explore provision of continuing education (CE) for basic and refresher classes system wide; explore provision of CE for instructor certification and recertification classes system wide; orders workbooks for the system. + Delivers a “best in class” learning experience for in-person instruction and on ministry platforms such as Adobe Connect, Zoom, and other technologies identified for virtual learning delivery. + Partners with Security Managers and Directors in conducting investigations of Response to Resistance events. This will include gathering video from CCTV and Body Worn Cameras, conducting interviews, and compiling reports for the Response to Resistance Review Committee. + Ability to conduct discreet investigations and fact gathering in furtherance of background and/or criminal investigations. Commensurate years of experience may be substituted for a formal degree. Master's degree in Communications, Education, Criminal Justice, Criminology, Police Science Organizational Communication, or equivalent (preferred) **Work Experience** 10 years of experience in criminal justice, public safety, learning, education, or human resources. (required) **Working Conditions** Periods of high stress and fluctuating workloads may occur. Long-distance or air travel as needed- not to exceed 10% travel. General office environment. May have periods of constant interruptions. Required to car travel to off-site locations, occasionally in adverse weather conditions.
