PROTOCOL SPECIALIST
Summary About the Position: Serves as a Protocol Specialist representing USAHRC in the conduct of visits, ceremonies, conferences, and other official social events. Responsibilities Independently plans, coordinates, executes and directs effective protocol assistance required by high level visitors. Plans and develops the execution of detailed itineraries. Ensures billeting is available on/off post as required and accommodations are comfortable and meet requirements of visit. Conducts research to compile an information package pertaining to each visit for use by Command Group. Serves as staff assistant and advisor to Command Group leaders on all matters pertaining to protocol. Plans, coordinates, executes, and oversees conduct of official social functions and ceremonies. Sets priorities based on expert knowledge of programs, policies and procedures and redirects efforts to meet changing deadlines and broad goals. Reviews incoming correspondence and other material pertaining to visits of foreign and domestic dignitaries. Performs other duties as assigned. Reviews weekly summary of official visitors and updated list of protocol actions for distribution to Command Group, staff, and directors. Composes and produces replies to a wide variety of matters relating to plans for visits. Coordinates VIP rooms in Distinguished Visitors Quarters (DVQ) when needed. Specialized Experience: One year of specialized experience which includes experience planning and executing protocol in a military setting, including visits, ceremonies, conferences, and other official social events; familiarizing with Army rank and hierarchy; interacting with, briefing, and supporting senior military leaders; coordinating with individuals or entities outside of one's organization to plan and execute events. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Customer Service Oral Communication Planning and Evaluating Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
