Summary About the Position: This position is located with the HQDA Chief of Staff Army, Army Protocol Office, Arlington, VA. Incumbent will provide recommendations for the observance of correct protocol procedures and precedence for the serviced activity, to include the offices of the Secretary of the Army, Chief of Staff of the Army, Under Secretary of the Army, Vice Chief of the Army, Administrative Assistant to the Secretary of the Army, Director of the Army Staff, and Sergeant Major of the Army. Responsibilities Plan, coordinate, and execute all protocol-related functions for Army Senior Leaders. Conceptualize, plan, coordinate, and execute high level (White House, Congress, DoD, Government Industry and other) military and civilian ceremonies and special events hosted by senior Department of Army leadership. Advise personnel on proper protocol procedures and respond to protocol inquiries from the Army community. Brief groups and individuals formally and informally on protocol related issues. Communicate with a wide range of management officials, contractors, vendors, and external organizations to facilitate arrangements for functions. Assist the Protocol Office to determine protocol support requirements for General Officer (GO) Senior Executive Service (SES) and other executive level civilians. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision. GS-11 Level Specialized Experience: One year of specialized experience which includes coordinating with appropriate individuals to facilitate arrangements such as site and facility selection, gift exchanges, appropriate menu selections, meetings, invitations, seating arrangements, etc.; responding to requests for assistance in all matters/activities relative to proper protocol procedures; preparing recurring and one-time narrative reports and summaries, such as read ahead materials and status of on-going actions or closeout reports of assigned functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Level Specialized Experience: One year of specialized experience which includes planning and executing all protocol aspects of visits and special ceremonies of high-ranking dignitaries; advising on proper protocol procedures; providing recommendations and assisting in the establishment of an effective protocol policy; conducting formal and informal briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
