PSC PUBLIC UTILITY AUDITOR Date: Nov 7, 2024 Req ID: 44806 Location: Little Rock, AR, US, 72201 Category: AR PUBLIC SERVICE COMMISSION Anticipated Starting Salary: 45,009 PUBLIC UTILITY AUDITOR Posting End Date: November 29, 2024 Position Information Class Code: X064C Grade: GS08 FLSA Status: EXEMPT Salary Range: $45,010.00 - $71,792.00 Summary The Public Service Commission (PSC) Public Utility Auditor is responsible for regulating utility rates and services by investigating utility rates and quality of service. This position is governed by state and federal laws and agency/institution policy. Functions Reviews applications requesting rate increases by comparing applications with the minimum filing requirements specified by PSC and proposing audit plans for a full investigation of financial information. Conducts audits by examining, analyzing, and interpreting a utility company's financial information presented in each filed rate case application. Ensures utility company's adherence to the Uniform System of Accounts of the Federal Energy Regulatory Commission, the Federal Communications Commission, the Rural Utility Service, and the National Association of Regulatory Utility Commissions. Analyzes and interprets accounting, financial, and economic information related to rate of return on utility investments, capital recovery schedules, revenues and expenses, plant, cost allocations, rate design, and utility operations. Participates in hearing preparation and testifies in hearings as an expert witness. Performs other duties as assigned. Dimensions Knowledge, Skills and Abilities Knowledge of the principles of accounting. Knowledge of audit standards and procedures. Knowledge of utility accounting practices and regulations. Ability to interpret and apply rules, laws, and policies. Ability to compile supporting documentation and prepare narrative and financial reports Ability to present testimony as an expert witness. Minimum Qualifications The formal education equivalent of a bachelor's degree in accounting or related field; plus three years of experience in auditing or financial analysis. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. Licenses None Preferred qualifications: Business experience in the natural gas industry highly desirable. A CPA or Master’s level business degree are preferred.
