PSC RATE CASE ANALYST Date: Nov 7, 2024 Req ID: 44805 Location: Little Rock, AR, US, 72201 Category: AR PUBLIC SERVICE COMMISSION Anticipated Starting Salary: 50,222 PSC Rate Case Analyst Posting End Date: November 29, 2024 Position Information Class Code: A046C Grade: GS09 FLSA Status: EXEMPT Salary Range: $50,222.00 - $80,105.00 Summary The Public Service Commission (PSC) Rate Case Analyst is responsible for compiling, analyzing, and reporting information on technical, demographic, and financial data concerning utility companies. This position is governed by state and federal law and agency/institution policy. Functions Develops, analyzes, and interprets accounting, financial, engineering, and economic information related to utility operations and regulations, rate of return on utility investments, capital recovery schedules, revenues and expenses, cost allocations, and rate designs. Reviews filings by utility companies to determine compliance with regulatory rules, orders, and rate-making principles. Performs financial and rate impact analysis by compiling financial data, analyzing trends, producing forecasts, analyzing rate impacts of annexations, and preparing tables for annual financial reports. Participates in hearing preparation and acts as an expert witness. Conducts research and develops written testimony, exhibits, and reports to present technical recommendations regarding contested issues. Investigates the activities of utilities and conducts reviews of rate cases, non-standard rate recovery mechanisms, and other filings to determine compliance with regulatory rules, orders, and rate-making principles. Researches utility industry issues and develops alternative rate making policies and methodologies. Performs other duties as assigned. Dimensions Occasional in-state travel is required. Knowledge, Skills and Abilities Knowledge of principles and practices of accounting. Knowledge of principles and practices of financial examination. Knowledge of research methodology, survey techniques, statistical concepts, and report writing. Knowledge of economic forecast modeling. Ability to analyze financial and economic data. Ability to conduct research and prepare analyses and reports. Ability to communicate orally and in writing. Minimum Qualifications The formal education equivalent of a bachelor's degree in accounting, finance, economics, or related field; plus four years of experience in rate analysis, financial analysis, economic forecasting, or related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. Licenses None Preferred qualifications: Business experience in the natural gas industry highly desirable. A CPA or Master’s level business degree are preferred.
