Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PUBLIC AFFAIRS SPECIALIST, Position Description Number T58004100 and is part of the CO 140 Wing, National Guard. This position will support the Colorado Air National Guard Recruiting and Retention initiatives in marketing and Public Affairs duties - assigned under the 140th WG. Responsibilities The primary purpose of this position is to carry-out a wide range of public affairs assignments that include elements of visual information, social media, media operations, community engagement, command information, communication planning, contingency/crisis response, environmental, security, policy review, and public affairs resource management in support of the mission and the commander's priorities. Coordinates the planning and development of complex, high level public affairs assignments in support of commander's programs and priorities. Researches, drafts, coordinates, produces, and reviews public affairs products such as, web based content, photographs, videos, news and feature articles, news releases, talking points, fact sheets, briefings, speeches and scripts, newsletters, and other materials. Maintains effective working relationships with officials of various senior wing leadership, civic, news media, community groups, Department of Defense personnel, as well as local, state and national government officials, and the general public. Manages audio visual equipment for section. Creates new, adapts, or modifies accepted communication campaign formats to reach a target audience with a specific message. Performs other duties as assigned. Requirements Conditions of Employment Qualifications 1. Experience and knowledge will be used to determine qualifications for the announced position. 2. Must have 24 months of experience or knowledge in each of the following: The knowledge of and ability to apply written and oral communication principals, practices, techniques and methods serving as the foundation for the completion of assignments. Carrying out projects, using creativity in message design and program format to stimulate interest in the message. Analyzing issues specific to the assignment and then selecting the most effective solution from a variety of alternatives. Responsible for developing communication campaigns on a variety of wing or unit level issues where factual information or non-controversial, though sometimes complex data, such as questions on agency level program, ANG benefits or wing sponsored events or activities, is presented to the general public or a specific audience. Education Substitution of Education for Specialized Experience - At the GS-11 level, a Ph.D., or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Appointment of Federal Annuitants: A Federal civilian annuitant under either the CSRS or FERS retirement systems may be reemployed into NG T5 vacancies, but are only eligible for either an Indefinite tenure appointment (max 5 year service period) or Temporary tenure appointment (max 4 year service period).
