Summary This position is located in the Bureau of Global Public Affairs, Office of Global Communication Strategy (GPA/SOE/GCS). The incumbent serves as a Senior Public Affairs Specialist, guiding the designing and drafting of communications plans that support the Department’s domestic and international major messaging campaigns and events. Responsibilities Serves as the senior member of a team of strategic communications specialists. Designs and drafts strategy and communications plans for implementation in coordination with other offices within the GPA Bureau, other Department bureaus, and other agencies. Identifies and analyzes foreign affairs policy information that could have long term or short -term impact on the Department communications efforts. Recommends new or enhanced services designed to effectively engage and inform public audiences, both domestically and abroad, about Department programs, plans, and policies. Advises the Office Director, coaches the team in daily execution of tasks, helps to orient new members of the office, and provides on-going support and coordination to lower-graded specialists. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing and evaluating materials as they relate to public affairs issues and media engagement. Experience developing, using, and advising others in a wide variety of communication strategies, techniques and dissemination methods. Experience in advising senior leadership, including verbal and written policy analysis and presentations. Experience establishing, maintaining, and leading relationships with public affairs units from relevant entities (for example: government officers, NGOs, think tanks, or universities). Experience in operational and organizational planning and demonstrated attention to detail. There is no substitute of education for specialized experience for the GS-14 position.
