The next Manager is charged with empowering a team of passionate and committed producers, artists, and curators to do their best work in a fast-paced, creative, civically engaged environment. In addition to meeting the minimum qualifications noted in this profile, the ideal candidate will have the ability to work individually as well as collectively to design and implement innovative cultural initiatives, programs and projects for the community. They will be an experienced project/program manager with considerable knowledge and experience with contemporary and public art; will be familiar with the theory, principles, practices, and procedures of art programs; and will be passionate about improving the quality of life in this community by promoting diverse artistic and cultural innovations and initiatives. As a representative of local government they will have the ability to steward relationships with historically marginalized and underrepresented communities with empathy and care while navigating projects that explore the cultural relevance historically and within todays understanding of best practices regarding cultural identities. The candidate needs to possess the abilities and skills to translate visions into plans, transform inspiration into actions through leadership, and bring authenticity to their work in engaging with the fullness of Eugene’s many communities. The position is supervised by the Community & Cultural Affairs Senior Manager. As such, the position requires supporting the Manager in overarching Community & Cultural Affairs goals and priorities as well as working in tandem with the Public Art team. The Public Art Manager will supervise one regular coordinator and a team of part-time temporary production coordinators and event assistants. Works with the LRCS Marketing Division to implement best inclusive design practices into the design portfolio of the Public Art program. + Provides equipment coordination and safety oversight with Cultural Services, Employee Resource Center safety and Facilities Division staff. + Coordinates, facilitates, and communicates cooperatively with internal and external partners and stakeholders. Functions as the Public Art Program liaison with Cultural Services teams, other City Divisions and Departments, as well as community partner organizations. Ensures the program community engagement practices are informed by best inclusive practices for public participation. + Participates in community group meetings and makes public presentations as requested/assigned. + Incorporates public input into program/project goal setting, planning, and implementation. + Responsible for the leading, facilitating, and guiding of the Public Art Committee—a department advisory committee that is a joint community and City committee. Attends and serves on various City committees and task teams and participates in department, division, and team meetings. + Responsible for inventory, maintenance and documentation of the Public Art Collection and accessioning new work into the collection and deaccessioning old works out of the collection. + Serves as the Public Art liaison to the greater Eugene community; responds in a timely and accurate fashion to questions and concerns from the general public or partners regarding the Public Art Program. + Establishes and promotes a non-discriminatory, safe, inclusive work environment through staff and artist/vendor policies, staff education and program evaluation toward a culturally and socially respectful working environment. + Performs other related duties as assigned. MINIMUM QUALIFICATION: Education: Four and a half years of related professional experience, including two years in cultural programs as a project or program manager or lead staff person involving significant collaboration; including at least two years in the visual arts field, and, two years in supervisory or management experience. Experience: Six years professional experience in communications, public relations, or public information, including three years of experience supervising professional staff. Experience working for a public agency is preferred. Licenses and Certifications: Possession of or ability to obtain relevant National Incident Management System certifications from the Federal Emergency Management Agency within 12 months. Additional Requirements: MUST PASS A BACKGROUND CHECK The ideal candidate will have the following Knowledge, Skills, Abilities: Knowledge of: + A thorough understanding of current and industry theories, principles, practices, procedures, and national/regional trends in public art management, contemporary art, cultural arts programming and its role in navigating contemporary issues around cultural identities in public spaces. + Expertise in administrative analysis, evaluation, and budgetary, conceptual, or in-depth reports for cultural and arts programming. + Adept in public communication channels, public speaking and presentations as well as community relations and social media. + Expertise in budgetary and financial record keeping, reporting, forecasting, and analysis. + Must be proficient in Microsoft Office software including the Microsoft 365 suite. Preferred experience includes project management software such as Asana, Smartsheets, or Microsoft Project; Peoplesoft 9.2; and InDesign or comparable graphics software. + Demonstrated successful project/program management experience including staff supervision and training, resource allocation, volunteer orientations and scheduling and safety and risk protocols. + Experience being the lead staff person in planning, production, management, installation, and evaluation of large-scale public art or community art events, festivals, or installations. Experience in Percent for Art project management and coordination is a plus. Skills and Ability to: + Develop and implement large- and small-scale public art projects, many of which may involve the design and integration of artwork into the construction of public sites and buildings. Coordinate and oversee all phases of the design, fabrication, and installation of the artwork. + Manage public art projects at various stages of development as well as be in charge of Eugene's public art database, tracking maintenance, restoration, or deaccession of public art pieces, and working with various City departments that may also be stakeholders in particular public artworks. + Be able to be self-directed as well as collaborative in work styles and with team members as projects and situations require. Establish and maintain strong, cooperative working relationships both internally and externally. Practice creative problem- solving skills and self-awareness, nurture and manage for healthy team dynamics, as well as stewardship of healthy internal and external relationships. + Utilize excellent written and oral communications to diverse audiences. Analyze, interpret, and present research findings and reports to division/department managers and City officials clearly, professionally, and succinctly. + Develop project goals and budgets; oversee and evaluate work done by others. Evaluate and develop improvements in operations, procedures, policies or methods.
