Public Assistance Disaster Recovery – Estimator

The positions will be embedded within FEMA to provide technical assistance that may include: + Perform field inspections of damaged facilities to gain an understanding of the probable scope of work, including means and methods of construction.  + Conduct both parametric and detailed cost analysis on a variety of public and municipal infrastructure.   + Prepare estimates using a variety of documented data sources.   + Identify scope of eligible work for projects, including cause and dimensions of damage, and the work necessary to repair the damage, and produce efficient, traceable, verifiable, and defendable cost estimates meeting the quality review requirements of FEMA.  All Estimators will use FEMA’s Grants Manager system.  FEMA’s Grants Manager system is used to assign and track actions throughout PA project development and to collect all PA project-related information and documents, including correspondence. If selected the role would initially be a part-time, casual position and would become full-time upon task order awards. **Qualifications** **Minimum Requirements:** + Due to the nature of the work, must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance. + Bachelor’s degree in Construction, or Engineering field with 4 years of related technical experience or demonstrated equivalency of experience and/or education. + Previous experience in building inspection. + Experience with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, Google Earth (file conversion and import/export ability required), and smartphone. + Must be able to commit to travel assignments for up to 1 year in duration. Trips home to your residence are reimbursed and allowed every 30-45 days, depending on task order specifics. + Must have a valid driver’s license, as a condition of employment, pass AECOM's motor vehicle records review. Must provide completion certificates including your first and last name for the following free and publicly available courses. **Security/Privacy Courses** **_(must have 2024 completion dates)_** Unauthorized Disclosure of Classified or Unclassified Information (https://securityawareness.usalearning.gov/disclosure/index.html) OPSEC Training (https://securityawareness.usalearning.gov/opsec/index.htm) Insider Threat Training (https://securityawareness.usalearning.gov/itawareness/index.htm#) Privacy at DHS: Protecting Personal Information (https://courses.dhs.gov/courses/course/privacy-dhs) Information Technology Security Awareness Training (Cyber Awareness Challenge) (https://public.cyber.mil/training/cyber-awareness-challenge/) **Independent Study Courses** **_(completion dates do not have to be recent)_** IS-1000: Public Assistance Program and Eligibility (https://training.fema.gov/is/courseoverview.aspx?code=IS-1000&lang=en) IS-1001: The Public Assistance Delivery Model Orientation (https://training.fema.gov/is/courseoverview.aspx?code=IS-1001&lang=en) IS-1002: FEMA Grants Portal – Transparency at Every Step (https://training.fema.gov/is/courseoverview.aspx?code=IS-1002&lang=en) IS-1004: The FEMA Site Inspection Process (https://training.fema.gov/is/courseoverview.aspx?code=IS-1004&lang=en) IS-1018: Determination Memorandums and Appeals (https://training.fema.gov/is/courseoverview.aspx?code=IS-1018&lang=en) **Preferred Qualifications:** + Bachelor’s degree with 5 years of experience in a related field OR 10 years in a field of expertise in a related field.   + Persons with construction-related experience a plus.    + Prior FEMA PA and/or CRC experience preferred, but not required, including experience with and understanding of FEMA’s PA Program and Policy Guide (PAPPG), the Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, Sandy Recovery Improvement Act (SRIA) Legislation, PA grant documentation review or project development experience, validating PA grant documentation, and developing or reviewing damage descriptions and dimensions, scopes of work, and cost estimates for PA grant applications. + Experience using FEMA Grants Manager. + Experience using FEMA’s Cost Estimating Format (CEF) in the development of estimates. + Current DHS Public Trust clearance/badge. + Effective written and verbal communication skills with attention to detail. + Experience providing excellent customer service. + Strong observational, decision making, analytical, critical thinking, organizational, and problem-solving skills with ability to synthesize and clearly present key disaster recovery issues and progress to resolution. **Additional Information** + Sponsorship is not available. + This project has a heavy focus on production and quality. Staff must be committed to completing the work efficiently and accurately. Work will be monitored and reviewed regularly. + The offer of employment is contingent on Task Order requirements, your qualifications (education/experience) meeting task order requirements, your availability for the specific Task Order, your ability to obtain and maintain your PA-TAC training credentials, and AECOM being awarded client Task Order. + This position is contingent upon the ability to obtain/maintain/transfer a DHS Public Trust Clearance. + As a condition of employment, pass a DHS/FEMA background investigation. + This position is contingent upon task order and customer requirements and/or their approval. + If the contingency does not occur, then the offer is rescinded. Offered compensation will be based on location and individual qualifications.
