Job DescriptionAECOM is looking for Structural Engineers to work on Federal Emergency Management Agency (FEMA) Public Assistance Technical Assistance Contract (PA-TAC) contract supporting FEMA’s Public Assistance (PA) Program supporting FEMA Regions I and II. The objective of this contract is to help communities in FEMA Regions I and II recover from major disasters by providing them with technical grant assistance to restore their damaged infrastructure and successfully participate in the PA Program.
This work requires the ability to deploy for up to one year to disaster locations within Regions I and II as determined by FEMA. Reimbursable per diem (meals and lodging) at GSA rates, airfare, and rental car costs apply to all staff living greater than 50 miles from duty station.
Position Description: The Structural Engineers will be embedded within FEMA to provide technical assistance that may include the following:
Conduct site inspections to validate and record infrastructure damage to include: taking photographs, making site sketches, and writing detailed damage descriptions. Develop and review scopes of work and cost estimates, including code and standard requirements. Review and analyze engineering reports, designs, and as-built plans. Make recommendations regarding claim eligibility. Develop or evaluate hazard mitigation proposals and benefit-cost analyses. Work with applicants to prioritize their projects, facilitates applicant meetings throughout the program delivery and recovery stages, and communicates the final determination to the applicants. Provide analyses and updates reports, participates in status update meetings with FEMA, and identifies the need for technical specialists. May coordinate and complete basic to moderately complex site inspections to validate and record damage to assist in the FEMA Public Assistance grant delivery process.The Structural Engineers will use FEMA’s Grants Manager system. FEMA’s Grants Manager system is used to assign and track actions throughout PA project development, and to collect all PA project-related information and documents, including correspondence.
If selected the role would initially be a part-time, casual position and would become full-time upon task order awards.
QualificationsMinimum Requirements:
Due to the nature of the work, must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance. Bachelor’s degree in Structural Engineering with 6 years of related technical experience or demonstrated equivalency of experience and/or education.Must have the technical knowledge base and experience in the discipline’s standard concepts, principles and techniques as well as in structural design and/or construction of public infrastructure.Experience with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, Google Earth (file conversion and import/export ability required), and smartphone. Must be able to commit to travel assignments for up to 1 year in duration. Trips home to your residence are reimbursed and allowed every 30-45 days, depending on task order specifics. Must have a valid driver’s license, as a condition of employment, pass AECOM's motor vehicle records review.Preferred Qualifications:
Bachelor's degree with 5 years of experience in a related field and professional registration or Bachelor's degree with 10 years of experience in a related field Professional Engineering (PE) license. Construction-related experience a plus, specifically with structures (bridges, buildings, etc.) Experience with modern construction practices, facility assessments, construction inspection, project scope development, and cost estimating Working knowledge of the International Building Code (IBC), Americans with Disabilities Act (ADA), and other governmental regulatory compliance Prior FEMA PA and/or CRC experience preferred, but not required, including experience with and understanding of FEMA’s PA Program and Policy Guide (PAPPG), the Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, Sandy Recovery Improvement Act (SRIA) Legislation, PA grant documentation review or project development experience, validating PA grant documentation, and developing or reviewing damage descriptions and dimensions, scopes of work, and cost estimates for PA grant applications. Experience using FEMA Grants Manager. Current DHS Public Trust clearance/badge. Effective written and verbal communication skills with attention to detail. Experience providing excellent customer service. Strong observational, decision-making, analytical, critical thinking, organizational, and problem-solving skills with the ability to synthesize and present key disaster recovery issues and progress to resolution. Flexible work style with the ability to immediately adapt to changing priorities. Able to work independently, in a team environment, and under stressful conditions with tight deadlines, and able to handle tense situations diplomatically. Demonstrated behavior of flexibility, adaptability, and professionalism. Additional InformationSponsorship is not available.This project has a heavy focus on production and quality. Staff must be committed to completing the work efficiently and accurately. Work will be monitored and reviewed regularly. The offer of employment is contingent on Task Order requirements, your qualifications (education/experience) meeting task order requirements, your availability for the specific Task Order, your ability to obtain and maintain your PA-TAC training credentials, and AECOM being awarded client Task Order. This position is contingent upon the ability to obtain/maintain/transfer a DHS Public Trust Clearance. As a condition of employment, pass a DHS/FEMA background investigation.This position is contingent upon task order and customer requirements and/or their approval.
