Minimum Qualifications MINIMUM QUALIFICATIONS: A master's degree in epidemiology, public health, biology, nursing, physical, behavioral, natural, or veterinary sciences plus one year of experience in epidemiology; OR A doctorate degree in epidemiology. Job Concepts FUNCTION OF WORK: Provides leadership in conducting epidemiological activities related to collecting, analyzing and interpreting data about health events in order to assess and help assure the health and safety of Louisiana citizens. JOB DISTINCTIONS: Differs from a Public Health Epidemiologist Technician 2 by independently conducting epidemiological activities and independence in using technical tools of epidemiology, such as; study design and statistics. Differs from a Public Health Epidemiologist Supervisor by the absence of the following: responsibility for direct supervision of epidemiology staff, prioritizing appropriate public health intervention programs and handling policy development issues. Examples of Work The Infectious Disease Epidemiology Section is responsible for tracking the causes and consequences of infectious diseases. The Section conducts surveillance activities to detect cases and identify trends and to institute appropriate intervention and follow-up control measures. This Public Health Epidemiologist will be under the supervision of a Public Health Epidemiologist Manager. The Surveillance Data Systems Analyst (SDSA) will serve to support ID Epi’s use of its surveillance systems and processes, and will enhance the data management and analysis capacities of the section. The SDSA will assist in the maintenance and administration of the Infectious Disease Reporting Information System (IDRIS2), ID Epi’s primary infectious disease surveillance system and an implementation of CDC’s National Electronic Disease Surveillance System (NEDSS) Base System (NBS), as well as supporting ID Epi’s usage of REDCap for data collection projects. The SDSA will also conduct independent data analysis to support the activities of ID Epi. The SDSA will conduct the following activities: 40% Conduct routine IDRIS2 maintenance and administration tasks including: addition of new system users and maintaining user access permissions at appropriate levels; assisting users with technical issues related to IDRIS2; adding new facilities, lab tests, organisms, etc. to the IDRIS2 databases as needed; processing lab reports without complete automatic security assignment; removing unnecessary lab reports from users’ queues; and setting up necessary data reports within IDRIS2 for users. 20% Create and maintain REDCap data collection instruments. Develop REDCap instruments based on specifications related to outbreak data collection, enhanced disease surveillance, special projects, etc. Assist other ID Epi staff in creating and modifying REDCap instruments. Assist other staff in accessing and utilizing data collected using REDCap instruments. 20% Assist ID Epi staff with data analysis and management needs. This may include creating new analyses based on provided specifications, maintaining existing analysis processes, training ID Epi staff in data analysis platforms and techniques, transferring data between locations and systems, and reconfiguring data to more analysis-friendly formats. 10% Participate in regular NBS calls with CDC, contractors, and other states/jurisdictions to stay aware of developments in the IDRIS2 software. Attend seminars, team meetings, all-staff meetings, and other training sessions as required for maintaining professional expertise. 5% Conduct performance metric monitoring and reporting related to electronic lab reporting (ELR) and electronic case reporting (eCR) as required for federal funding sources. Provide data for completion of internal performance evaluation efforts. 5% Complete additional activities (surveillance, prevention, response, analysis) at the direction of the State Epidemiologist.
