Duties Description Public Health Field Services Representative 2 will be based in the NYS Department of Health's Office of Sexual Health and Epidemiology Surveillance and Special Projects Unit. Under the supervision of the Surveillance coordinator, employee will be responsible for daily sexually transmitted infections (STI) surveillance activities including but not limited to assisting local health departments (LHDs) appropriately create investigations and close cases, refer cases for further investigations, manage creation and dissemination of quality assurance reports and engage in quality improvement activities. Employee will supervise PHFSR1 Grade 18 staff member and guide daily responsibilities assigned to that staff. Employee will assist with managing and review of data completion, monitoring of heat maps or other developed metrics for imminent outbreaks and coordinate with LHDs on mitigating increases in STI diagnoses.
Minimum Qualifications Permanent Transfer: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Public Health Field Services Representative 2, Grade 23; OR current NYS Department of Health employee with one year or more of permanent or contingent-permanent competitive service as a Public Health Representative 4, Grade 23 and eligible to transfer under Section 70.1 of the Civil Service Law.Provisional: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive service as either a Public Health Field Services Representative 1, Grade 18 or a Public Health Representative 3, Grade 18. NY HELPS: A bachelor's degree in behavioral health/science, biochemistry, biological science, biology, biostatistics, biotechnology, chemistry, community health, counseling, education, epidemiology, health administration, health communication, health education, health promotion, health science, health and wellness, human services, humanities, infection control/prevention, microbiology, molecular biology, nursing, nutrition, occupational health, physical therapy, physics, pre-med, psychology, public health, public policy, social work, sociology, statistics, or substance abuse counseling AND three years of professional experience performing on-site public health program and service reviews, including provision of technical assistance, education, and outreach activities to ensure compliance with State and federal public health laws, rules, regulations, and guidelines. One year of the experience must have been at a supervisory level.Substitution: A master's or higher degree in behavioral health/science, biochemistry, biological science, biology, biostatistics, biotechnology, chemistry, community health, counseling, education, epidemiology, health administration, health communication, health education, health promotion, health science, health and wellness, human services, humanities, infection control/prevention, microbiology, molecular biology, nursing, nutrition, occupational health, physical therapy, physics, pre-med, psychology, public health, public policy, social work, sociology, statistics, or substance abuse counseling may be substituted for one year of non-supervisory professional experience.Preferred Qualifications: Experience in communicable disease epidemiology and disease surveillance activities. Strong written and verbal communication skills. Ability to work independently and in team as assigned. Experience using NYSDOH data systems, such as the Electronic Clinical Laboratory Reporting System (ECLRS) and the Communicable Disease Electronic Surveillance System (CDESS). Experience with Microsoft suite of software in particular Excel, Word, and PowerPoint; experience with SAS and/or R and/or equivalent analytical software like Tableau. Experience doing data analysis and review including data abstraction from multiple sources example: Electronic Medical Records and other relational databases.
Additional Comments Some prior supervisory experience necessary. Additionally, experience doing public health investigations as well as experience performing data analysis as well as writing manuscripts for publication are preferable.Full-time, permanent or provisional, competitive position. Frequent and unanticipated travel, including possible overnights and travel to areas that may not be served by public transportation, will be required (30%). Candidates must have a valid NYS Driver's License or demonstrate they can meet the travel requirements for the position. If three or fewer NYS Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employee must have one year or more of permanent or contingent-permanent, competitive service as a Public Health Field Services Representative 1, Grade 18.This position is part of the NYS HELPS program. No examination is required. This position may require travel throughout New York State including overnights to areas not served by public transportation.For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
