What You Will Do:

The Public Information and Warning Senior Consultant will support the development of client programs and services that support federal emergency management offices focused on public alerting systems. The Senior Consultant will offer expertise and insights on advancements in alert and warning technologies; best practices in planning, training, and exercises; and leverage professional networks to gain insights from current Public Information and Warning PR actioners across the United States.

The Senior Consultant may lead operational and research activities such as client-facing reports, program design, response to taskers and inquires, meetings, and direct communication with the Guidehouse Manager and Client team on status updates. This position will play a critical role in supporting the broader team in executing long term programmatic planning efforts to establish a new client programming related to national public information, alerts, and warnings. The successful Senior Consultant will be aware of and share with clients next-generation capabilities, processes, and procedures for enhancing the security effectiveness and operational efficiency of the alert and warning ecosystem.

Duties will include:

Leading a team of 2-5 consultants to plan and develop client-facing products that will further build the alert and warning ecosystem within the United States.Performing strategic assessments of current state planning, initiative design and development, and capability delivery to identify gaps and provide recommendations for addressingPerforming programmatic assessments of current alert and warning processes and procedures in the U.S. to offer improvements and enhancements to capability deliveryPerforming reviews of literature and client documents to assess current state requirements, and perform studies utilizing client operational dataProviding support to ad hoc client requirements and delivering on ad hoc client requests, to include studies, position briefings, informational briefings, Agency-wide data calls and briefing requests


What You Will Need:

US Citizenship and the ability to obtain and maintain a federal Public Trust

Bachelor's Degree

THREE (3) OR more years of experience relevant to Alert Origination or Alert Administration or Public Safety or Public Information & Warning and/or direct experience sending emergency alerts


What Would Be Nice To Have:

Master’s DegreeAn active federal Public Trust clearanceAbility to meet US residency for at least three (3) of the past five (5) yearsFive (5) or more years' relevant experience as an Alert Originator, an Alerting Administrator, direct experience operating an Alert Origination Software Provider on behalf of a government agency preferredDirect experience or familiarity with the Federal Emergency Management Agency, the Federal Communications Commission, and the Integrated Public Alert and Warning SystemKnowledge of federal policy related to Public Information and Warning, emergency communications, or emergency managementExperience working with stakeholders to develop, coordinate, and maintain Public Information and Warning documentation within wider emergency management-related programs.Ability to lead and/or support the development of operational requirements and writing functional and technical requirements documents such as CONOPS and other technical documents Successful completion of multiple Public Information and Warning trainings, such as Independent Study coursework offered by FEMA’s Emergency Management InstituteSignificant emergency management experience, including experience working in Joint Information Centers, Emergency Operations Centers, Public Safety Communications centers, or other facilities responsible for cross-functional coordination during emergenciesPossess the project management and organizational skills to effectively manage a team of three professionals while reporting status updates to the project manager and Guidehouse leadershipPossess a technical mindset to quickly learn about current and emerging alert and warning technologies

The annual salary range for this position is $94,900.00-$142,300.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
