Summary This is a Public Notice for FAA authorized Program Management (0340) positions open to U.S. Citizens. Positions may be announced for FV-J through K to support the Infrastructure Investment and Jobs Act 2021. Positions to only be filled within the Office of Communications (AOC) line of business. Responsibilities Serves as a Program Manager within the Office of Communications (AOC). AOC provides a full suite of strategic communications on behalf of the Federal Aviation Administration (FAA). The organization is responsible for the policy, direction, and management of the agency's messaging with the media, Congress, industry, FAA's employees nationwide, and the public. In support of the agency's aviation safety mission and Department of Transportation’s strategic goals, AOC provides well-coordinated, innovative, and effective communications campaigns that incorporate traditional public affairs and media relations support, with modern digital tactics. The program also includes covering administrative operations, media requests, press liaison activities, webmaster duties, speechwriting, live event planning and social media responsibilities. Duties may include but are not limited to: Manage staff, daily operations, planning efforts, strategic vision, and/or the delivery of accurate information in a timely and efficient manner. Oversee various media relations responsibilities and leads select enterprise communications projects/activities. Manage and develop communications channels, strategies and deliverables, including the dissemination of timely information to the media and the public. Run day-to-day management of projects that include social media campaigns, social media content, content calendars and live events among many other tasks. Create, grow and manage social media platforms through creative use of content and researching and analyzing trends and usage of current and future channels. Ensure all communications strategies, products and live events align with the agency’s priorities and goals, are well written and produced and successfully communicate safety information to the intended audience. Respond quickly and accurately to a large volume of incoming media requests received around the clock and must also proactively plan and push messaging ahead of media attention on key aviation issues to ensure accurate reporting on behalf of the FAA. Establish and maintain effective communications and demonstrate a high level of service to all organizational elements of AOC as well as other offices throughout the agency. Partners with the aviation industry, civil aviation authorities, government agencies, and union representatives to accomplish work. Represent or delegate accountability for representing FAA at aviation events, industry conferences, and other civil aviation authority meetings. Qualifications FV-J (FG/GS-14): To qualify at this level, you must demonstrate possession of at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include: Experience in Media Relations program management to include planning, organizing, resolving issues, coordinating tasks, and implementing the visions and strategy of short and long-range goals; developing internal processes and procedures, implementing process improvements, program enhancements and management efficiencies for a Team, Division and/or organization; and speaking on the record to media representatives and providing information in response to reporter inquiries. FV-K (FG/GS-15): To qualify at this level, you must demonstrate possession of at least one year of specialized experience equivalent to the FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include: Experience in aviation to communicate policies, procedures, or other purposes of a program with high-level officials and media representatives (i.e., industry representatives, legislative executives/Capitol Hill or other government entities, reporters, editors, or staffers); assessing and navigating complex program/business issues; and developing and implementing communication plans, targeted media distribution lists, strategies and awareness campaigns for an organization.
