The Portland Bureau of Transportation’s Public Realm and Street Activation (PRSA) Section is seeking applicants for a Public Realm Permitting Lead (Development Services Technician III) to provide day-to-day leadership and work with staff to ensure a high-performing, customer service-orientated work environment.
This role will support the bureau's and the City's mission to support city livability, placemaking, and economic vitality through the processing and permitting of permits within PBOT’s public realm programs, including Community Events, Block Parties, Play Streets, Stewardships, Public Art, and Public Street Plazas.
As the Public Realm Permitting Lead, you will manage and participate in the work of permit processing functions, developing and implementing section wide process improvement recommendations, and liaise across various workgroups, divisions, bureaus, and external customers and stakeholders.
What you’ll get to do:
+ Lead the Public Realm sections’ permitting staff in daily work, including assigning permits, troubleshooting and problem-solving complex permit issues
+ Engage with the community including residents, property owners, business owners and community-based organizations.
+ Coordinate various stages of the permitting process.
+ Explain the City's processes, codes, and procedures to constituents.
+ Respond to customer and public inquiries and complaints; explain and interpret codes, policies, standards, fees, and procedures to the public.
+ Represent the program in high-profile initiatives, requiring public speaking and coordination of multiple city codes as it pertains to that assignment.
+ Oversee the processing of applications for permits, inspections, or services; oversees permit issuance.

Applicants must specifically address and demonstrate in their resume and cover letter how their education, training and/or experience meets each of the following minimum qualifications:
+ Experience providing day-to-day leadership, working with staff to ensure a high-performance, customer service-oriented work environment.
+ Experience creating and managing systems to meet tight deadlines.
+ Ability to interpret municipal city codes and administrative rules and apply programmatically.
+ Ability to lead and participate in permit processing functions, and administrative work.
