Duties Description Under the general direction of a Supervisor of Public Safety Programs or other higher level management staff, the Public Safety Program Specialist 3 (Missing Persons), SG-25, serves as program manager overseeing the Missing Persons Clearinghouse within the Office of Public Safety. The incumbent manages and coordinates the daily operations of the Missing Persons Clearinghouse in accordance with New York State, DCJS, and Office of Public Safety policies and procedures. The incumbent manages staff involved in conducting investigations requiring the knowledge and interpretation of a substantial variety or body of laws, rules, or regulations; providing support to law enforcement in all aspects of a missing persons investigation; and providing technical assistance and training to law enforcement and the public regarding missing persons. Specific duties include, but are not limited to: • Serve as program manager of the Missing Persons Clearinghouse within the Office of Public Safety. • Administer alert programs, develop, and regularly update plans, work in partnerships with NYSP and other alert partners. • Oversee administration of the 24/7 hotline. • Plan, implement, and advance new initiatives related to missing persons and ensure compliance with federal, state, agency, and office policies are adhered to. • Determine investigative priorities and staff assignments. • Ensure 24/7 availability of staff to support left-behind family members and law enforcement officials investigating cases involving children under 21, college students, and vulnerable adults who have gone missing. • Review new directives, procedures, and policies, share with staff, and incorporates into unit procedures. • Assist and respond to specific inquiries by public and private sector entities such as the National Center for Missing and Exploited Children (NCMEC), other state missing person clearinghouses, and law enforcement agencies. • Ensure the provision of training for law enforcement proactively and upon request. • Develop and maintain missing persons-related written material, the Missing Persons Clearinghouse public website, and Integrated Justice Portal content in coordination with the appropriate DCJS offices. • Oversee the community outreach program which includes the Internet Safety program, the National Missing Children’s Day Poster Contest and Project Lifesaver. • Prepare reports detailing unit activities, workload, and staff requirements; evaluate the training needs of the unit for supervisory and management staff. • Respond to requests from the Office of Legal Services, including FOIL and legislative requests. • Monitor missing persons laws for amendments and new legislation. Provide recommendations. • Coordinate with the Public Information Office to respond to media requests. • Coordinate with the Office of Justice Research and Performance on research requests. • Design, develop and coordinate implementation of new and high-level initiatives, including ITIR and Work Request submissions and UAT coordination. • Coordinate with ITS on new and existing programs and ensure they are working correctly. • Prepare and submit program budget recommendations. Track unit spending. • Prepare briefings, correspondence, and reports for the Commissioner of DCJS, Public Information Office, and others. • Perform the full range of supervisory responsibilities. • Serve as the NYS Missing Persons Cold Case Review Panel Coordinator. • Serve as the NYS Alert Partner Committee Coordinator. • Administer the Runaway Intervention Working Group, serve as Chairperson of the working group and Co-Chairperson of the RISPSTOP Pilot Program. Coordinate the pilot program research project. • Coordinate the NYS Alert Review and Advisory Plan, serve as the Steering Committee Chairperson, Design Committee Chairperson and Implementation Committee Chairperson, coordinate meetings and information flow to stakeholders, administers consultant contracts, document review and track progress. • Represent the MPC on the NYS Citizen Alerting Committee Member, NYS Contact Center Community of Practice Call and the Federal Ashanti Working Group Member.
Minimum Qualifications Non-Competitive: One year of service as Public Safety Program Specialist 2 or eight years of experience* as a law enforcement officer or law enforcement trainer in a local, state, or federal police agency, including one year of supervisory experience.*All qualifying experience must have been gained after basic/recruit training. Time served for basic/recruit training does not count towards the qualifying experience. An associates degree or 60 credit hours may substitute for two years of general experience; a bachelor’s degree may substitute for four years of general experience.
