POSITION DESCRIPTION: Manage Strategic Intermodal System (SIS) contracts as a the section contract manager. Assist other sections with contract related questions and paperwork when necessary. Ensure task work orders are completed on time and within budget. Ensure task work orders are closed in a timely manner. Meet with the consultant project managers on a regular basis to check the status of task work orders to determine whether or not a time extension is necessary. Maintain budget spreadsheet that captures up to date HP, D funds and expenditures to ensure that necessary budget is available to finalize each task. Attend monthly budget meetings with Chief Planner and other office contract managers to review budget spreadsheet.
Manage task work orders under the SIS Planning consultant contracts as assigned by the SIS Planning Manager. Manage consultant staff to ensure that they adhere to work activities as outlined in the approved scope of services. Conduct regular progress meetings with consultants, review monthly progress reports, and ensure that task deliverables are submitted in a timely manner and meet the quality standards of the Department.
Develop and implement statewide plans for the the Strategic Intermodal System (SIS). This include developing transportation planning documents/publications and working with district SIS staff in analyzing project specific data that is used in building SIS Funding Strategy. Act as the lead in coordinating the annual Statewide SIS Coordinators meeting. Tasks include developing and routing the mission critical, identifying and coordinating meeting dates, developing the meeting agenda, securing presentations, coordinating the logistics for the meeting (hotel/meeting venue), and other tasks deemed neccesary.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the Florida Department Of Transportation procurement processes and procedures. Knowledge of transportation planning and engineering principles. Knowledge of transportation planning procedures and other resources which together provide the authority and guidance necessary to plan. Knowledge relating to the appropriate use of computer hardware and software in support of Strategic Intermodal Sytem (SIS) planning. Knowledge of Transportation Planning database. Ability to effectively communicate with management, co-workers and staff. Ability to perform and coordinate complex analysis and reporting with department districts and central office staff. Ability to plan, develop and implement improvements to the planning processes, products and customer service. Ability to use advanced computer technologies in support of SIS planning. Ability to develop, manage and maintain databases to support SIS planning.
MINIMUM QUALIFICATIONS: Six years of professional contract and budget management experience in the field of planning. Post-secondary education may substitute on a year-to-year basis.
