Public Utilities Specialist
Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Public Utilities Specialist. Duty Location: Sacramento, California Responsibilities Located in the Central Valley Operations Office, Power Operations Division, for the purposes of providing support and assistance in reviewing, gathering, and preparing information on power contracts, repayment studies, and power operations. Performs a continuing analysis of Region power operations and of the characteristics of power supply and project requirements to be used as the basis for contractual action and for recommending establishment or revision of rates, terms, and conditions relating to project power and/or energy. Prepares various contracts involving the use of power for project purposes and the wheeling of power generated by other agencies over federally owned transmission lines. Meets with representatives of the parties involved to develop the general provisions of the contract and obtain agreement thereon. Coordinates power contract arrangements as to legal requirements with the Field Solicitor's office, the operational and engineering requirements. Responsible for the administration of numerous documents auxiliary to the project use power contracts, such as complex metering and operating agreements, official notices, and operating arrangements with Western Area Power Administration (Western) concerning service to project loads. Responsible for the preparation of reports, analyses, and correspondence for use inside and outside Government covering complex and technical contractual relationships between Reclamation, Western, and various utility organizations. Reviews and analyzes the power marketing aspects of the Western system operation, including integration of various power systems and Reclamation project priority uses. Develops power compliance studies for Reclamation power facilities. Develops and maintains division cost records to assure compliance with Regional requirements, travel, and other instructions. Qualifications In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12 grade, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience. Specialized experience for this position is defined as: (1) performing analysis of power operations or compliance, and of the characteristics of power supply and project requirements to be used as the basis for contractual action (2) Experience providing support and assistance in reviewing, gathering, and preparing information on power compliance, power contracts, repayment studies, and power operations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
