Public Utilities Specialist (Account Executive)
Summary This position is in the Transmission Sales organization (TSE) of the Transmission Marketing and Sales (TS) Bonneville Power Administration (BPA). A successful candidate in the Public Utilities Specialist (Account Executive) position will serve as a Transmission Customer Account Executives as a technical authority, technical lead and expert advisor on applicable laws, policies, standards, directives and guidelines governing business relationships for specifically assigned Transmission Customers. Responsibilities As a Public Utilities Specialist (Account Executive), you will: The Customer Account Executive provides leadership across all Transmission organizations aligning staff and functions to assure effective development and delivery of products and services that effectively satisfy the diversity of customers' needs. Serves as the BPA primary authority and point-of-contact for the overall Transmission business relationship with assigned Transmission Customers. Negotiates and executes transmission contracts and agreements with customers that are key to BPA's Transmission Services financial stability, including long-term and short-term agreements, financial settlement agreements and other O&M agreements, the Contracts include those for the purchase of BPA products and services, including those related to certain special or "custom made" products and services. Leads across all Transmission functions including engineering studies, planning processes for managing growth on the system, operational risks to maintain stability of the system, a variety of planning studies and system impacts. Represent an organization with external groups such as other state or federal agencies, utilities, professional groups and organizations, or regulatory organization in order to develop and gain support for the organization's policy direction. Interpret relevant policy and regulatory requirements to ensure existing and proposed energy products, physical commodity products or financial products are consistent with requirements. Ability to articulate program information to other managers and supervisors, including seniorlevel managers in order to make recommendations and provide advisory services. Collaborate with internal stakeholders to implement an interim/workaround solution for unique external utility customer problems. Participate in the development of short and long term strategic direction to ensure the organization's responsibilities established by statutes and directives are carried out. Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually. Other Significant Facts of This Position Are: 1. Per DOE Order 326.1, this position is required to file a Confidential Financial Disclosure Report 2. The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles. The FERC SOC basic principles require BPA's Transmission Function employees and its affiliated Power Merchant Function employees to function independently and abide by non-discriminatory information access and prohibited disclosure regulations for transmission-related information that is not equally available to all transmission customers. The incumbent of this position is identified by BPA as a Transmission Function employee. Transmission Function employees conduct transmission system operations and reliability functions, including, but not limited to, engaging in day-to-day duties and responsibilities for planning, directing, organizing, or carrying out transmission-related operations. Under the FERC SOC independent functioning principle, the employee may not engage in affiliated power merchant functions which include, but not limited to making wholesale power merchant decisions and/or business rules; developing power merchant policy; directing, organizing, or executing power merchant activities. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: Experience negotiating and administering long-term Transmission and Power commercial contracts, including OATT and non-OATT and standard and non-standard agreements; and Leading internal initiatives to formulate approaches to resolve complex or unique customer requests or problems. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
