Public Utilities Specialist (Scheduling Program Manager)
Summary This position is located with Bonneville Power Administration (BPA), in Transmission Commercial System Process and Implementation (TSRF), Transmission Commercial System Management (TSR), Transmission Marketing and Sales (TS), Transmission Services (T). A successful candidate in the Public Utilities Specialist (Scheduling Program Manager) position will serve as the Scheduling Program Manager. Responsibilities As a Public Utilities Specialist (Scheduling Program Manager), you will: Represent an organization in interagency, intra-agency, and industry committees and working groups for resolving critical problems. Provide technical guidance, direction, and oversight to staff to assist in program and project management activities. Develop and recommend specific work requirements, priorities, and resource allocations necessary to accomplish the long-range plans of the organization. Identify, evaluate, or monitor policy across all program and project areas, ensuring policy updates from the program/projects occur in accordance with established procedures. Evaluate and make recommendations concerning overall plans and proposals for major projects. Work with organizations to assure that the needs to efficiently conduct business to meet other strategic objectives are reasonably balanced with policy needs. Provide briefings and strategic/technical advice to stakeholders on market issues. Represent the organization in conferences and meetings with other agencies, state and local authorities, private industry and public groups to obtain all viewpoints regarding proposed programs. Act as spokesperson or liaison for assigned projects to ensure consistency of interpretation and implementation of the projects. Requirements Conditions of Employment This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. You must answer all of these questions completely and truthfully. Key Requirements: You must be a United States Citizen. Males born after 12/31/1959 must be registered for Selective Service. Suitable for Federal employment, as determined by a background investigation. This employer participates in the e-Verify program. This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period. Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS:A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: 1) Planning, leading, and executing complex projects related to long-term planning for, development and implementation of commercial business processes carried out via the e-tagging or scheduling related systems; (2) Providing expert technical advice and make recommendations to management and other technical specialists on critical planning and scheduling program issues; and (3) Identifying and developing ways to resolve policy and process problems which directly affect the accomplishment of program goals and objectives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
