Public Utilities Specialist (Settlement Analyst)
Summary This position is located with Bonneville Power Administration, Transmission Services, Transmission Marketing and Sales, Commercial System Management, Transmission EIM Settlements. A successful candidate in the Public Utilities Specialist (Settlement Analyst) position serves as a Settlements Analyst to validate Energy Imbalance Market settlement values, determine financial positions, evaluate market behavior to identify trends and anomalies to develop conclusions. Responsibilities As a Public Utilities Specialist (Settlements Analyst), you will: Create reports for EIM-related cost and revenue estimates, long-term forecasts and actuals, including explanations for drivers of period-over-period changes. Review message logs and job scheduling tasks to ensure daily CAISO data load is successful. Identify and manage CAISO charge discrepancies for BPA Resources that are participating in CAISO markets. Provide input in designing new settlements workflows, including automating where possible. Identify and defines business process requirements for settlement reports, building the reports, and executing/interpreting the reports. Analyze persistent or unusual EIM charges to identify root cause(s) and propose approaches to reduce the incidence of EIM charges. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as: 1) experience in validating and analyzing market settlement transactions and calculations in the electric power industry or other utility organizations, and 2) providing data analysis and research to identify trends and determine the cause of settlement discrepancies. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There are no specific education requirements or substitution of education for experience for this position.
