The City of Stockton is currently recruiting for a Public Works Inspector. The Public Works Inspector inspects work performed within the City right of way or on City infrastructure. Inspectors will oversee work performed by developers and capital projects generated by the Public Works Department. The Public Works Inspector will ensure that all facilities conform to City Standards, the Stockton Municipal Code, other applicable codes, and project requirements. The incumbent will work a City of Stockton 9/80 schedule: 7:00 a.m. – 4:30 p.m., Monday through Thursday; 7:00 a.m. – 3:30 p.m. Fridays, with alternating Fridays off. Incumbents in this position are included in the Civil Service system, in a “for cause” employment status, and are represented by the Stockton City Employees’ Association (Classified/Represented). This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for the position as a promotional opportunity and successful candidates will be placed on a promotional list. The appointing authority will have the option of requesting names from the promotional list, the open list, or a combination of both. These lists may be used to fill future vacancies. Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting. Under general supervision, performs inspections and assists with the construction management of the Municipal Utilities Department projects. Interprets contract documents to ensure conformance with codes, standards, regulations, schedule, and safety requirements during construction; performs related work as assigned. CLASS CHARACTERISTICS This is a journey level class requiring independent decision making, independent judgement, and discretion in performing construction inspections of public and private infrastructure improvements on a variety of private development and public projects, including, but not limited to, bridges and streets, pump stations; underground facilities such as domestic water systems, sanitary sewer systems, storm drain systems, and underground piping; traffic signals and street lighting, and other public structures and facilities. Incumbents within the Public Works Inspector classification are expected to work on the more complex projects and perform the entire range of field inspections work requiring a complete knowledge of construction inspection principles and practices and are further characterized by their ability to independently plan and organize their work. This class is distinguished from the Engineering Technician class that perform inspections on private development projects in addition to providing varied engineering technical support. (https://www.governmentjobs.com/careers/stockton/classspecs/26082?keywords=public%20works%20inspector&pagetype=classSpecifications) PRINCIPAL DUTIES (Illustrative Only) + Inspects a variety of public construction projects, such as sidewalks and other flatwork, driveways, sewer mains and lateral installations, underground pipelines, water mains and hydrants, curbs and gutters, retaining walls, earthwork, landscaping, irrigation and pumping facilities, street excavation, paving and patchwork, catch basins and other drainage facilities, traffic signals, street lighting, and other electrical facilities, recreation centers, swimming pools, sport facilities, and other public improvements to determine compliance with contract documents. + Inspects the construction and remodeling of City facilities and public buildings for compliance with contract plans, specifications, and special provisions. + Inspects materials used, including reinforcing materials and the mix, slump and placement of concrete. + Uses measuring rods, tapes, surveying transits, calculators, etc., to determine distance, location, dimension, depth, grade, and calculate volumes. + Prepares progress reports and change orders; authorizes progress payments and maintains field records, including sketches, photographs, and drafting and narrative notes. + Meets and confers with representatives of utility companies, contractors, public agencies, and the general public; answers citizen complaints and requests for information. + Monitors contractor safety practices and makes on-site accident investigations as required. + Coordinates the work of City staff and contractors on joint projects. + Interprets plans, specifications, codes, ordinances, and policies to contractors and City staff; explains the limits and parameters of the work as required. + Inspects public and private improvements within development projects such as subdivisions. + Performs cursory and constructability review of improvement plans as requested by Engineering staff. + Utilizes computer software to track scheduling activities and update project scheduling; performs various functions related to contract administration or construction inspection. QUALIFICATIONS Education/Experience: Possession of a high school diploma or GED and four years of experience in the field of engineering, construction, or technical engineering support, which includes experience in construction inspection, surveying, and contract or plan and specification interpretation. College level course work from an accredited college or university in engineering or a closely related subject is desirable. Other Requirements: + Must possess a valid California driver's license. + Must possess a valid Grade D1 or higher Distribution Operator Certificate issued by the State Water Resources Control Board prior to the completion of one year within this classification. The Examination: Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a written weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
