Purchasing Manager

We have an exciting opportunity for a Purchasing Manager to work within our Purchasing team, located in Torrey Pines. We are looking for a qualified and highly motivated Information Technology Services/ Human Resources (ITS/HR) procurement and contracts professional to interface effectively with supplier personnel (including salespeople, all levels of management, and legal counsel), and GA internal customers (including ITS, Human Resources, Engineering, Program Management, and Contracts). **DUTIES AND RESPONSIBILITIES:** + Manage, mentor, oversee, and delegate work assignments to purchasing staff and manage/review their work while ensuring compliance with purchasing and company policy. + Utilizes expertise in acquiring commercial-off-the-shelf software products and software maintenance services for all of General Atomics. + Work with internal Value Steam Managers to identify Software and Hardware needs. + Validates purchase requisitions, oversees the development of solicitations and evaluation of supplier responses. + Negotiates price, schedule other terms and conditions of major procurements. + Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. + Identifies, develops and selects qualified suppliers. + Evaluates supplier reliability and performance. + Coordinates competitive and non-competitive procurements to meet required purchase dates. + Reviews and analyzes suppliers bids to providing leadership in price/cost analysis. + Participates in cost and pricing reviews with internal customers. + May represent the organization as the primary business contact on assigned procurements. May make presentations as required. + Provide advice and leadership on purchasing matters to professional or technical staff at all levels. + Utilizes MS Office Suite, SAP and other applications. + Maintains the strict confidentiality of sensitive information. + Performs other duties as assigned or required. We recognize and appreciate the value and contributions of individuals with diverse backgrounds and experiences and welcome all qualified individuals to apply. 47715 **Job Qualifications:** + Typically requires a Bachelor's degree in business administration or a related discipline and thirteen or more years of progressive experience interpreting, awarding and administering complex contractual agreements with at least seven of those years managing purchasing processes and personnel. May substitute equivalent experience in lieu of education. + US Citizenship is required. + In depth knowledge and experience with software suppliers and technologies. + Must be knowledgeable in software licensing, renewals, enterprise and cloud agreements. + Knowledge or experience in Human Resource management services. + Working knowledge of the government requirements for cloud based implementation is desirable. + The ability to provide solutions to a range of complex purchasing problems; strong communication and presentation skills to accurately document and report findings to a variety of audiences. + Strong interpersonal and leadership skills to influence and guide employees, managers, and customers; the ability to organize, schedule and coordinate multiple work phases. + The ability to lead less experienced purchasing staff on projects. + A complete understanding and experience in practical application of purchasing concepts and principles throughout the procurement lifecycle, + SAP experience is desirable. + Ability to work independently and as part of a team is essential as is the ability to work extended hours as required. + Limited travel may be required. **Salary:** $125,810 - $229,670 **Travel Percentage Required** 0 - 25 **Relocation Assistance Provided** Provided **US Citizenship Required?** Yes **Clearance Required?** No **Clearance Level** null **Workstyle** Hybrid General Atomics is committed to hiring and retaining a diverse workforce.
