Position Summary:

To plan, coordinate and manage the purchasing of metals, materials, equipment, supplies and services for the business operation in order to maximize buying power, decrease cost, increase and maintain quality, and assure continuity of supply. Manage daily transactions at the same time working on project and process improvements. This person will have to work on lowering the amount of transactions in order to have time to work on cost savings and process improvements. Other duties may be assigned as required to assist and or participate in Division or Group Purchasing initiatives.

Primary Duties & Responsibilities:

Establish and maintain sources of supply for raw materials and other supplies/services to support company quality and customer delivery needs and government compliance.Gather volume requirements and specifications from the Business Operation or Division.Prepare and issues Requests for Quotes.Perform make/buy/lease analyses.Negotiate price, delivery service, terms, and conditions for supplier contracts including managing supplier performance.Maintains a system to keep all purchasing updated regarding current contracts.Interface with Program Management, Manufacturing Planning, Engineering, Quality, Production, and vendors to assure adherence to contract terms.Works directly with suppliers to resolve problems; locates other resources when needed.Set goals and objectives for all Purchasing personnel which meet business operations requirements.Gather procurement directions and metal alloy requirements.Interact with operations and Division Personnel to assure all materials issues are resolved and to maximize short- and long-term purchasing strategies. Assures materials standardization and vendor compliance with standards.Develop annual budget; review and distributes budget results.· Take actions to correct problem areas and recommend budget modifications to take advantage of unforeseen opportunities.Hires, trains, and develops purchasing personnel; develops training and education programs.Assures completion of job assignments by staff.Establishes performance goals and objectives for department employees; completes performance reviews.Reviews purchasing staff compliance with Purchasing policies and procedures; establishes new procedures as needed.Has responsibility for department safety and safety training.Influences others outside of own job area regarding policies, practices and proceduresDevelop cost savings and secondary sourcing initiatives.Directly manages the business operation's inventories and coordinates theDivision's non-metals materials inventory program.Applies inventory management techniques such as J.I.T/vendor consignment/systems contracting to achieve inventory goals.Oversees periodic physical inventories and reconciliation to book inventories. Develops and implements improved systems and methods for physical inventory movement and transaction reporting.Works with business operation's Production and Quality Assurance departments to assure compliance with QCM and applicable procurement requirements.Works with Corporate Quality Assurance to survey and work with vendor based to assure quality compliance.Develops policies and procedures to assure compliance with government requirements to use small, minority-owned, and women-owned businesses.Conducts certification surveys, seeks qualified sources, and maintains necessary records regarding small, minority and women-owned businesses.Ensures compliance of PCC policies and procedures with all government and commercial procedures, practices, and regulations.Required Skills:Experience in raw materials, metals purchasing and knowledge of the forgings and heat-treating process both preferred.A broad range of knowledge and experience with corporate policies, procedures, practices and structures.Working knowledge of purchasing law and contract preparation.Knowledge and experience in production and inventory control.Ability to communicate effectively both orally and in writing with all levels of business and company management’s accreditation preferredGeneral knowledge of mechanical/ maintenance tools, service, and equipment preferred

Required Experience

5-7 years of progressively responsible purchasing and materials control experience in manufacturing.

Education

Bachelor’s degree preferred with emphasis in business administration, economics and/or engineering
