Global Procurement delivers sourcing, supplier management and contract negotiation services to optimize spend and mitigate risk for Oracle.  The “External Contractors” category team, spread across three regional hubs, provides expertise on matters related to the extended workforce; collaborating with internal stakeholders and suppliers to fulfill Oracle's business needs. In 14 countries, we leverage a third-party Vendor Management System (Beeline) to source, engage and manage a wide range of contractors throughout the lifecycle of their assignment. We refer to this internally as the Contingent Workforce Program (CWP). We also ensure all contractors requiring network access have a HR (HCM) identity record and comply with Oracle Policy. 

Centralizing operations in Romania leads us to appoint a Sr. Procurement Manager, who will lead a small team of Sourcing Analysts and successfully complete business requests for contractors or labor services within EMEA. 

Qualifications & Key Skills: 

At least 2 year’s management experience. This role involves leading a small team who are required to go into Oracle’s Bucharest office at least once per week. Proven track record in a relevant staffing / recruiting role OR managing a contingent labor / services spend category is essential.  Experience of using a Vendor Management System (VMS) such as Beeline, is highly preferred.  The successful candidate will be patient, helpful and willing to go the extra mile to support the business. Candidate must possess strong organizational skills and be comfortable multi-tasking in a fast-paced, dynamic, deadline-driven environment. Excellent oral and written communication skills and a proven ability to work effectively with peers and key stakeholders on a regional, global, and/or virtual basis. Fluency in multiple languages is an advantage. Strong analytical, critical thinking and problem-solving capabilities.
