Position LocationLaurel Position Summary Information General Summary ThePurchasing Managerperforms management analysis to ensure that organizational goals are met. S/he is responsible forplanning, budgeting, training, coaching and evaluating overall division performance for all activities related to the acquisition of materials, supplies, and servicesfor user organizations. The Purchasing Manager is tasked with delegated authority to interpret issues according to procurement policies, procedures and regulations.S/he will have substantial contracting authority and makes all procurement services team decisions on procurements within this delegation of authority. S/he receives general policy direction from the procurement division manager. Essential Functions + Supervises, directly or indirectly the Goods & Services Team including selecting, training, assigning and evaluating work, coaching, counseling, disciplining, and/or termination + Assists procurement team members in the execution of their individual training plans + Acts as facilitator of the procurement process to ensure smooth operation + Guides the procurement teams to help the teams become self-manageable to achieve work objectives and goals + Assists teams in the development of team-based work plans and team member career development plans as required + Prepares elements of the annual budget for the Division as directed + Interprets procurement policy, regulations, and program priorities in order to provide sound technical guidance and support to teams + Designs, coordinates and conducts training of procurement staff, end-users, requestors, other service providers, and vendors on procurement related matters as well as procurement technology tools + Oversees presentation of contract packages and recommendations to senior approving authorities + Oversees and ensures the successful completion of service level agreements with customers for the procurement Division + Maintains even distribution of work among teams by review, analysis and feedback of workload based on commodity spending patterns + Provides advice and assistance to teams + Reviews and analyzes team effectiveness + Oversees consultations with responsible program officials on operational needs and fiscal problems as required + Analyzes and interprets various regulations and requirements (including but not limited to the sanitary district laws, and the purchasing anual) and communicates statutory changes to teams to assure compliance + Facilitates regular procurement meetings to discuss problems, suggestions, and recommendations for improved work that impact commodity teams + Oversees coordination with Commission managers and staff to insure effective and efficient processing of all contract actions and to ensure resolution of problems as required + Works with office of supplier diversity & inclusion ( OSDI ) to support contract participation by SDI vendors and to resolve any SDI issues between the user departments and the SDI team + Trainsprocurement staff, customers, and suppliers on procurement principles, practices and techniques + Oversees negotiations with contractors to resolve protests; claims and disputes as required Other Functions + Serves in the capacity of procurement division manager, as required + May serve as a contracting officer on both formally advertised and negotiated contracts within delegated authority + Reads and reviews technical journals and consults with teams and outside organizations to keep abreast of technological advancements affecting procurement + Performs other related duties, as assigned Work Environment And Physical Demands Work is performed in a business casual office setting. Required Knowledge, Skills, And Abilities + Thorough knowledge of administrative practices of procurement processes, regulations, requirements, restrictions, provisions of contract law, especially related to the public sector + General knowledge of contract law, accounting principles, and cost analysis techniques + Ability to write clear and concise reports, memoranda directives, and letters, and to develop comprehensive plans + Ability to communicate effectively, verbally and in writing + Ability to manage operations and evaluate professional and administrative staff + Ability to establish and maintain effective working relationships with program managers, vendors, and other clients + Ability to train, coach, and mentor paraprofessional and professional staff Minimum Education, Experience Requirements + Bachelor’s degree + 6+ years’ experience in procurement of construction or engineering services + 2+ years of contract administration experience OR + High School diploma (or equivalent) + 10+ years’ experience in logistics, finance, engineering or project management + 2+ years of contract administration experience Additional Requirements Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.
