Job Description

The Manager Purchasing will facilitate the management of relationships with major suppliers for the acquisition of quality assured commodities, working closely with the Production Planning and Operations Managers on production quantities and scheduling. The manager will implement appropriate sourcing strategies to control the company’s purchased material costs and to assure an adequate source of supply will be provided while managing and optimizing supplier performance; including continuous improvement,
innovations, obsolescence and reduction in total cost of ownership.

Support ESA’s efforts for staff retention and performance development.Manage the procurement process including international procurement and tendering.Facilitate the management of relationships with major suppliers for timely performance of the procurement process in the acquisition of quality assured commodities.Works under the direction of the Supply Chain Director in the preparation and execution of contract mechanisms, including purchase orders and major framework agreements with vendors.Works closely with the Production Planning and Operations Managers on production quantities and scheduling.Works closely with the Quality Assurance Manager on product specifications and other product quality issues, and to ensure that all commodities procured under this contract meet the appropriate standards for quality, efficacy and safety or other such appropriate standards.Follows procurement policies and standard operating procedures. Will assist in developing standard operating procedures.Ensures that procurement is carried out in accordance with program contractual requirements, including US Federal Acquisition Regulations (FAR and DFAR).Contributes to the preparation of requests for approvals and/or waivers.Monitors manufacturer performance and proposes solutions if problems arise.Ensures that procurement data in the MRP system is maintained and up to date.Works with the freight forwarding team to expedite fulfillment of emergency orders as it applies to specific contract actions or negotiations.Works with the manufacturer, in-country teams and programs in support of commodity registrations as required.Manage and facilitate all facets of supply management activities within the commodity groups and their suppliers.Implement sourcing strategies to support company and business unit objectives, providing the company competitive advantage in the areas of materials, supplies, and services.Locate, analyze, and develop a consolidated supplier base to meet current and future commodity needs.Create and maintain mutually beneficial long-term partnerships with suppliers to foster feedback and continuous improvement.Negotiate and manage all vendor pricing agreements for assigned commodities.Manage suppliers, cost, quality, and delivery performance.Understand, track, and forecast the key cost drivers and market factors for assigned commodities.Implement appropriate sourcing strategies to control the company’s purchased material costs and to assure an adequate source of supply.Develop commodity team understanding of financial cost planning and market trend reporting for commodity group.Drive continuous improvement in all aspects of the procurement process.Developing strategies for assigned commodities to include spend analysis, market and geographic considerations, strategic importance, etc.Managing and optimizing supplier performance, including continuous improvement, innovations, obsolescence and reduction in total cost of ownership.Maintains and promotes sound relationships with suppliers and the business communitySupport attainment of Process Based Leadership Scorecard Goals.

Qualifications

Education

Skills and Abilities

Proven background in management of Purchasing Staff.Strong knowledge of commodity purchasing practices.Quality assurance systems and methods.Strong communication skill both verbal and electronic.Aware of technical aspects associated with the production of the goods to be produced.Strong program/project management experience.FAR/DFAR - strong working knowledge.Aerospace, Military or similar industry.Demonstrated electronic/mechanical knowledge.

Knowledge of fixed pricing agreements and vendor managed inventory.

Travel/ Physical Requirements

Work is usually conducted in an office, warehouse and aircraft hangar atmosphere.Exposed to typical aircraft maintenance conditions such as engine noise, riveting, dust and chemical fumes, none of which to the extent of being intolerable. Hearing, vision and breathing protection provided in appropriate areas.Some exposure to elements of weather when traveling and/or commuting between buildings.May require extensive travel.Overtime may be required on occasion.
