Normally completes work with limited independent discretion and reports to the Public Works Director. The preferred hiring range for this position is between $73,079.11 - $91,542.32 Annually. S tarting offer is based on applicable education, experience, and internal equity. Essential Responsibilities and Duties To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The City retains the discretion to add to or change the duties of the position at any time. + Works with the Director, Deputy Director, and division managers to develop the operating, engineering, capital improvement, and other program budgets and for new requests; including presentation of Public Works budget to the city manager, budget offices, and/or others. + Manages budget for operating, engineering, and/or capital improvement projects, account coding, auditing, and annual budget surveys. + Manages financial tracking, and assists all departmental divisions, in reconciliation of projects and reimbursements including with state and federal grants. + Provides and performs budget reporting, financial auditing, updating financial documents/reports, aligning general ledger accounts, and grants administration. + Establishes, handles, and maintains physical and electronic departmental records and files, frequently of a confidential and/or sensitive nature; ensuring proper maintenance, retention, and compliance. + Serves as point of contact for departmental Freedom of Information (FOIA) requests; ensuring appropriate, accurate, and timely response. + Works with multiple stakeholders to research and develop administrative operations. + Assists in the planning and coordinating of department operations and programs by conducting analytical studies, recommending needs, activity monitoring/reporting, coordinating workflow requirements, and determining resource needs/feasibility which may also include grant and grant writing. + Develops, recommends, advises, implements, and oversees plans and programs for improvement in the performance, quality, compliance and efficiency of department operations and services to department management. + Assists in development and review/revision of departmental policies, procedures, and programs ensuring compliance with laws and regulations. + Edits, writes, and finalizes reports and makes presentations for a variety of audiences. + Represents Department on committees, task forces, and projects advocating for the Department’s needs and objectives in a collaborative approach; and may serve as a member on the department management team. + Evaluates City and community stakeholder groups and appropriate communication for updates on concerns, special projects, and matters of public interest; which may include conducting and/or developing satisfaction surveys. + Responds to department or program feedback, inquiries, customer concerns and requests, and facilitates resolution. + May assist with the onboarding of new department employees. + Determines priorities and involvement of others in related activities. + Subject to being called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines. + Responsible for appropriate use and maintenance of City equipment, tools, and other resources, including work time. + Regular and reliable attendance. Education, Experience and Skills Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education. + Bachelor’s degree in business administration, public administration, statistics or related field AND at least 3 years of experience in finance, budget, research/analysis, and data/records management. OR + Associate degree in business administration, public administration, statistics or related field AND at least 5 years of experience in finance, budget, research/analysis, and data/records management. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan. + Pension: + Choose from two options: + A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary. + A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary.
