HP ES State and Local Government is seeking a QA Lead that possess the following required skills: 
* 6-8 years QA/Test experience in IT with a proven track record. 
* 3-4 years test management experience leading overall testing of projects with resource oversight. 
* Experience with automated testing toolsets. 
* Experience managing off-shore resources is a must. 
* Expert in all phases of QA/Testing life cycle. 
* Knowledgeable in formalized QA/Testing strategy, processes, methodologies and standards. 
* Familiar with Agile frameworks and testing process implications. 
* Able to clearly articulate complex issues to both technical and non-technical audiences. 
* Demonstrated strong analysis, problem resolution, judgment and decision making skills. 
* Experience in managing contracts and vendor performance. 

Optional Skills: 
Experience with DMV projects a plus.
