General Summary
This position is accountable for all aspects of Quality Management at an Area, Large Project, or Region. This includes responsibility for all management and technical related issues and the communication of Quality related matters, to ensure compliance with the company’s standards of expectations and contract specific documents. This position is the chief liaison to customers regarding quality issues.Project Site is on Fort Bliss.
Essential Job Accountabilities
Quality Control Program ManagementEstablish and maintain an effective Quality Control (QC) system to ensure contract compliance.Implement and manage the three phases of control (Preparatory, Initial, and Follow-up), except for those designated to QC Specialists.Conduct specification reviews, submittal review and approval, and ensure all required testing is completed.Personnel & Team ManagementManage and support all QC personnel, including hiring, training, performance evaluations, and professional development to ensure a highly competent and engaged workforce.Ensure all members of the QC team are fluent in English for clear communication and compliance.Project Oversight & ComplianceMaintain a physical presence at the work site at all times.Supervise and direct QC Engineers, testing laboratory personnel, and other inspection personnel to verify construction quality and adherence to specifications.Attend and lead Coordination and Mutual Understanding Meetings to align QC requirements with project execution.Ensure compliance with safety, hazard identification, and sustainability standards in accordance with EM 385-1-1, OSHA, and MSHA regulations.Technical & Regulatory SupportProvide technical support for proposals, construction, estimating, and materials during pre-bid, construction, and post-construction phases.Conduct inspections, audits, and material testing to ensure all materials, workmanship, and construction methods meet contractual and regulatory standards.Develop and maintain QC certifications and documentation, including inspection records, test results, quality audits, and compliance reports.Customer & Stakeholder EngagementEstablish and maintain relationships with government agencies, subcontractors, testing companies, and technical staff to facilitate smooth coordination.Provide internal and external technical training on materials production and construction processes to improve overall project quality.
Education/Certification
High school diploma required; Bachelor’s degree in Engineering, Architecture, or Construction Management preferred.
Minimum of 5 years of construction quality control experience for candidates with a Bachelor’s degree OR 10 years of construction experience, including 5 years in QC roles for candidates without a degree.Must have completed the Construction Quality Management (CQM) for Contractors course. If certification is not current, the candidate must complete the course within 90 days of hire.Knowledge of EM 385-1-1, OSHA, and MSHA safety regulations.Certifications from American Society for Quality (ASQ) or International Organization for Standards (ISO) are preferred.Work Experience
Minimum 5 years of experience in construction quality control for those with a relevant degree, or 10 years of construction experience with at least 5 years in QC roles for those without a degree.Experience in managing QC teams, subcontractors, and large-scale construction projects.

Proficient with database operations and Microsoft Office Suite
Ability to properly manage and prioritize resources, people and projects
Sound decision-making ability with the experience to balance consensus against authority as appropriate
Team player, with strong leadership skills, who can operate effectively within a matrix management environment
Excellent consultative and communication skills and ability to interface effectively with all levels of management
Ability to work in high production environment and respond quickly and effectively under pressure and deadlines
Excellent oral and written communication skills

Base Salary Range:
$92,964.00 - $139,444.00Pay may vary based upon relevant experience, skills, location, and education among other factors.
