Position Overview: Under the direction of the Deputy Executive Director for Continuous Quality Improvement (CQI), the Quality Assurance Specialist is responsible for various aspects of the Quality Assurance Program. This includes but is not limited to completing case record reviews ensuring documentation and services are meeting agency policy and procedure and the regulations of state oversight agencies. The QA Specialist facilitates investigations of allegations of abuse and neglect and significant incidents involving state oversight agencies’ proficient use of the Foothold Technology/Awards EHR system. These programs include, but are not limited to: Children and Family Treatment and Support Services (CFTSS); Homeless Services; R&E May School/ Special Education; Day Treatment; Residential; and the Community Outreach and Care Coordination services. Duties & Responsibilities include, but are not limited to: + Develops an understanding and knowledge of St. Catherine’s Center for Children’s policies and procedures. + Develops an understanding and maintains up-to-date knowledge of the Office Children and Family Services (OCFS); Office of Mental Health (OMH); State Education Department (SED) and Office of Temporary and Disability Assistance (OTDA) regulations. + Develops an understanding and maintains up-to-date knowledge of the Council of Accreditation (COA) standards. + Ensures compliance with agency and regulatory policy and procedures/compliance standards by: + Review of case records (both paper and electronic); + Coordinating with program leadership a corrective action response following case record reviews; + Regular and ongoing review of policy and procedure to include updating and modifying as needed. + Possesses knowledge of the investigative process involving regulatory bodies and voluntary agencies. + Maintains all institutional (IAB) reports and communications. + Facilitates all investigations involving regulatory bodies while collaborating with involved programs to ensure a timely completion of the investigation. This includes maintaining contact with investigators and ensuring all necessary documentation is provided. + Maintains tracking system of all investigations and significant incidents. + Assist in the development of any needed performance improvement plans (PIP) and provide copies of the PIP with supporting documentation to regulatory bodies; Maintains all PIP documentation. + Develops knowledge of Foothold Technology / Awards Electronic Health Record (EHR) and how to be proficient in its use. + Possesses knowledge and proficiency uses the ExtendedReach EHR. + Works collaboratively with Foothold Technology / Awards and ExtendedReach. + Develops an understanding and knowledge of Medicaid regulations. + Participates as a member of the Agency Medicaid Compliance Committee. + Additional position-related duties and responsibilities as assigned by the supervisor. Position Specifications: + Bachelor’s degree required; Associate’s degree with applicable experience in related field may be considered. + Knowledge of Medicaid regulations; Knowledge of the New York Foster Care system specific to Voluntary Foster Care Agencies regulated by the Office Children and Family Services; Children’s Day Treatment Clinics regulated by the Office of Mental Health; CFTSS programs also regulated by the Office of Mental Health; School as regulated by the State Education Department. + Local travel is occasionally required for this role; therefore, a current, Clean and Valid New York State Driver’s License; (actively licensed for at least one year) with reliable transportation, is required. + Experience completing investigations; Justice Center experience is highly preferred. + Proficiency in various computer applications: Microsoft Office Suite (Word, Excel, PowerPoint), Google Business Workspace Suite (Gmail, Google Docs, Meet, Sheets, etc.); and secure Internet practices. + Prior experience with FootHold Technology, Awards and ExtendedReach, is a plus! + Outstanding interpersonal and communication skills, capable of building strong working relationships with regulatory bodies. + Self-motivated and engaged, with a strong attention to detail; Excellent writing aptitude. + Demonstrates qualities of patience, flexibility and adaptability; and capable of exhibiting empathy for those in crisis. + Ability to meet all HIPAA requirements and maintain strict client confidentiality is essential. + Ability to pass required pre-employment background checks, including CBC fingerprinting, is required.
