About the Position: Serves as the Mission & Installation Contracting Command (MICC) Quality Assurance program manager, functional team lead, and principal advisor on Quality Assurance matters. Responsibilities Conducts special inspections and audits or fact finding projects with simplified to complex non-conformances, weaknesses, and the prediction of major causes of non-conformance. Develops or adjusts quality assurance and Contracting Officer Representative (COR) plans and inspection requirements, instructions, methods, techniques and procedures. Provides quality assurance and Contracting Officer Representative (COR) advice and assistance on process reviews and systems control to contracting officers, management, and staff as well as supported commands. Contracting Support Brigades Data Control Officer and manages the command's Quality and COR data functions. Full range of human resources (including performance management as outlined in DoD 1400.25-M, SC1940.5.7.4.) and fiscal responsibilities within established timelines and in accordance with applicable regulations. Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes experience: 1) Providing expert support in the area of Quality Assurance systems requirements, quality system surveillance, quality assurance Contracting Officer Representative plans and inspection requirements, instructions, methods, techniques and procedures, and with DOD Contract Administrative policies, techniques, and regulatory requirements to prepare policies and procedures. 2) Reviewing contracts compliance and to determine accuracy with current policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11]). You will be evaluated on the basis of your level of competency in the following areas: Managing Human Resources Oral Communication Quality Assurance Quality Management Written Communication This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband. This position is NOT covered by control points to account for variances in position responsibilities within the broadband. The salary for this position NH-03 Quality Assurance Specilist $$89,924.00 to $139,013.00 including locality at the rate of 18.49%. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
