Summary You will serve as a Quality Assurance Specialist in the Environmental Safety and Health Department Office of PSNS and IMF. This announcement is for an Upward Mobility Program position. Responsibilities You will plan, schedule and participate in or conduct quality assurance audits, surveillances, assessments, and investigations of the environmental safety and health components of industrial processes. You will provide ongoing input regarding the audit, surveillance and inspection system. You will present audit and surveillance observations and/or findings or analysis to appropriate shipyard management. You will review shipyard audit and surveillance program instructions and methods or techniques for adequacy. You will conduct briefings for Shipyard Department heads or their designated representatives to present the results of audit and surveillance findings or analysis, as well as recommendations to satisfactorily close action items. You will be responsible for the administrative and technical accuracy of all reports generated. You will maintain records of audits, investigations, studies and surveillance results. This program is designed to provide Department of Navy employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements for this position. The entry level for this position is GS-07 with a full performance level of GS-11 Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires that the employee be performing satisfactorily, complete all training requirements, acquire the requisite qualifications and have met time-in-grade eligibility for career ladder promotions. This recruitment is open to current federal employees with experience at the GS-07 or WG-06 grade level or higher. Pay Retention will be extended to eligible Federal Government employees selected for this formal employee development program. Pay Retention: Employees who are selected for a program position at a grade lower than they currently hold on a permanent basis, and whose existing salary cannot be accommodated within the salary range of the lower grade, are entitled to pay retention. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
