Quality Assurance Specialist
Summary The U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) which serves as the Army's technology leader for armament systems. DEVCOM AC ensures dominance of Army capabilities by researching, developing, integrating and delivering technology-enabled armament solutions to our Warfighters. Armaments Center has a long tradition as the primary research and development center for new and existing armament systems which are in use by U.S. service members around the world. Responsibilities Investigate contractual non-conformances, conduct Root Cause Analysis to determine source of deficiencies, and administer remedial action for quality deficiencies. Perform internal and external audits to ensure compliance to quality standards (ISO, AS9100), including evaluating compliance to standards set forth in a manufacturer’s Quality Management System (QMS). Serves as a senior Quality Assurance (QA) Specialist responsible for quality management on armament systems (weapons, ammunition, fire control and ancillary equipment) production, testing, and maintenance procedures. Prepares Quality Assurance contract clauses and data requirements for inclusion in procurement packages. Serves on Source Selection Evaluation Boards as source of information in fee determinations and evaluation of costs. Specialized Experience: One year of specialized experience which includes: 1) Experience performing Product Quality Management (PQM) duties, such as preparing requirements for procurement packages and implementing audits. 2) Experience with quality management on armament systems production, testing, and maintenance procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Quality Assurance Technical Competence This position is part of the US Army Combat Capabilities Development Command Armaments Center (DEVCOM AC) Demo Project. DEVCOM AC is participating in an alternative personnel system known as the Personnel Management Demo Project. The DE-03 pay band is equivalent to the GS-12/13 steps 1-10 levels. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a Term Appointment NTE 5 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years, Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Selectee must be informed in writing regarding the nature and consequences of accepting the appointment. The selectee must complete the Statement of Understanding - Conditions of Term Appointment or Statement of Understanding - Conditions of Temporary Appointment.
