The primary purpose of this position is a developmental position with known promotion potential to the target position of Quality Assurance Specialist, GS-1910-09tg11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. Responsibilities 1. Establishes and executes a planned systematic approach of quality assurance for all areas of aircraft maintenance, designed to provide the maintenance managers confidence that aircraft, aircraft systems conform to technical, safety, work load and customer requirements. 2. Utilizes data collection techniques and procedures for evaluation, inspection, and audit programs, evaluates the results and determines the appropriate and effective method and format for presentation to higher-level management. 3. Serves as primary technical advisor within the maintenance organization of aircraft and ground support equipment and processes. 4. Serves as the Office of Primary Responsibility (OPR) for group, wing and base maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. 5. Manages and administers various quality assurance programs. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1910 Quality Assurance Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. "This position is a developmental (GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. or Experience General Experience (for GS-5 positions): Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include developing implementation plans, developing policies, conducts quality assurance inspections/audits, and on site visits. Analyzes data, and trends, verifies root cause and recommends corrective actions. Assembles and analyzes data for the preparation of charts, graphs, reports, and talking papers, and conducts briefings. OR EDUCATION: master's or equivalent graduate degree or OR 2 full years of progressively higher level graduate education leading to such a degree LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level .The total percentages must equal at least 100 percent to qualify for that grade level. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or problems. Recommends solutions or a course of action for problems not covered by agency policies. Works with other specialists in planning and conducting studies. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic principles of the classified titled or related field. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to learn basic techniques of the classified title. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Physical Demands: In addition to work performed in an office environment, duties regularly require extended periods of walking, climbing, standing or bending while observing aircraft and equipment maintenance production, repair, and generation activities, to verify operational quality, perform verification inspections, personnel evaluations, and examine materials, overhauled equipment and systems. The individual makes regular visits to aircraft maintenance facilities, flight line, parking ramps and production back shops and is required to climb in and around aircraft and support equipment, including confined spaces, to verify the satisfactory completion and quality of produced work.
