The primary purpose of this position is to serve as a Quality Assurance Specialist and Project Officer/ Contracting Officer Representative (PO/COR) for all assigned Airlift and/or Tanker Aircrew Training Systems (A TS) at Altus AFB, Oklahoma. Insuring objectives of HQ AMC, HQ AETC, AFMC are contractually met through in depth quality processes. Responsibilities Responsible for all aspects of contract Quality Assurance for Airlift and/or Tanker Aircrew Training Systems at Altus AFB. Responsible as the Altus AFB site Project Officer for the Airlift and/or Tanker Aircrew Training Systems. Primary Government point of contact (POC) for all aspects of Government Property (GP) assigned to the ATS contractor at Altus AFB. Responsible for providing expert technical advice on ATS contractual matters. Analyze ATS maintenance data from base-level units to identify trends in equipment failures and to initiate corrective actions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series, 1910 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. or Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge to provide technical guidance to QARs and Training Specialists in contract oversight of hardware systems and courseware products. Comprehensive and thorough knowledge of the full range of principles, concepts, and methodology related to aircraft simulation devices. Knowledge of courseware principles concepts and methodology related to Instructional System Development (ISO) processes. Apply this knowledge to planning and accomplishing the work related to the objectives of the 97 TRS, 97 OG, HQ AETC, HQ AMC and AFMC. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of DoD, Air Force and Command regulations and directions for Acquisition of Services, Quality Assurance, Configuration Management, Government Property, Acceptance Testing, Metrology, Safety, Hazmat, Configuration and Information, Industrial and Physical Security. Broad knowledge of and experience in Government Acquisition and total life cycle management of training devices, support equipment, and spares. Comprehensive knowledge of the FAR requirements and clauses on Government Property and material control processes such as identification, segregation, protection, replenishment, inventory records, accountability, and disposition. Broad knowledge of the practices, policies, and procedures of functional and administrative activities such as contracting, supply, and technical activities. Thorough knowledge of the onsite training devices of many types and complexity. Number, type and characteristics of devices can change due to mission requirements. Knowledge of equipment configurations, operating characteristics, security, safety programs, maintenance, repair, and modification procedures. Practical knowledge of computer systems used in image generation, multi-media processing, database generation, area networking, and real-time simulation. Skill to conduct various types of audits, inspections and tests such as; quality, configuration and process audits on training systems. Skill to conduct various inspections such as logistics and maintenance. Skill to conduct tests such as; acceptance, performance, hardware and software. Excellent skills in performing oral and written communication. Ability to develop and implement a comprehensive Quality Assurance Surveillance Plan (QASP) that mirrors contract requirements and ensures a high probability of detecting non-compliance. Ability to read, understand and interpret technical data, specifications, and engineering drawings. Ability to integrate quality assurance program efforts with other functional disciplines such as engineering, procurement, configuration management, training mission requirements, operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
