QUALITY ASSURANCE SPECIALIST (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a QUALITY ASSURANCE SPECIALIST (TITLE 32), Position Description Number NGD1818000 and is part of the TN 164th AW Air National Guard. This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 115 (Pyramid on the River Chapter). Responsibilities As a QUALITY ASSURANCE SPECIALIST, GS-1910-11 (TITLE 32) you will, serve as the Office of Primary Responsibility (OPR) for wing maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. Administer, evaluate, and coordinate a comprehensive quality assurance, maintenance standardization, and inspection program for all areas of the maintenance organization, all maintenance disciplines, job series and Air Force Specialty Codes (AFSCs). Execute the evaluation program and accumulates data using Inspection and Evaluation techniques such as Task Evaluations, Quality Verification Inspections, Special Inspections, Personnel Evaluations and Management Inspections. Monitor and assess the organization's quality program and elements of the program to gauge compliance with directives and established processes. Utilize data collection techniques and procedures for evaluation, inspection, and audit programs, evaluates the results and determines the appropriate and effective method and format for presentation to higher-level management. Collaborate with the Maintenance Group Commander, Maintenance Squadron Commanders, and Quality Assurance Supervisor to plan, develop, implement, inspect, and report numerous critical compliance issues and review the Configuration Management (CM) programs. Serve as the Aircraft Weight and Balance program manager utilizing complex computer-based programs, data bases, electronic weighing apparatus, and integrated weight and balance computers for the Wing to maintain strict accounting of aircraft weight and balance for safe flight operations. Review wing depot-level assistance requests developed in accordance with tech orders. Prepare and review Product Quality Deficiency Reports (QDR) prior to releasing to the Air Logistics Center (ALC) or Aircraft Sustainment Group and performs exhibit-processing oversight by coordinating with ALC and Logistics Readiness Squadron to ensure proper exhibit control and handling. Serve as the authority for determining applicability of Time Compliance Technical Orders (TCTO) and One Time Inspections (OTI). Manage the Technical Order Improvement Program and Suggestion Program for the wing. Execute a Quality Assurance Surveillance Plan (QASP) to monitor Contractor Logistic Support (CLS) aircraft or Contract Field Team (CFT). Maintain direct contact with the NGB staff and with counterparts at other ANG bases in order to resolve problems affecting maintenance capabilities and compliance. Manage and conduct quality verification inspections and surveillance inspections of conventional weapons systems and components. Perform other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: Military Grades: E6 through E7 Compatible Military Assignments: 2AXXX GENERAL EXPERIENCE: Must have experience supervising, planning, developing, or administering quality assurance programs supporting the development, acquisition, production, use, maintenance, storage, and supply of products required by the National Guard. SPECIALIZED EXPERIENCE: Must have 1-year or 36 months specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs, specialized experience includes experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.
