The State Highway Administration’s (SHA) Office of Materials Technology (Anne Arundel County) is currently recruiting for a Quality Control Engineer - Field (Transportation Engineering IV). This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.
Nature of Work : The main purpose of this position is to manage the quality control of field data for geotechnical explorations, review the work of consultants and in-house field crews who perform geotechnical explorations for SHA, and manage computer loading and downloading of the geotechnical data for display on contract plans and bid documents. This position provides technical support to field crews to ensure compliance with accepted engineering practices, American Association of State Highway and Transportation Officials (AASHTO) designations, Maryland engineering standards, the Annotated Code of Maryland, and county Health Department laws. This position also manages and oversees low-bid and open-end drilling contractors. The Quality Control Engineer will assist the drilling team leader in managing subsurface investigation projects for statewide drilling operations and provide guidance to the drilling team office and field quality control personnel, drilling technicians, and geotechnical drilling contractor inspectors. This position requires a high degree of knowledge of principles, practices, standards, and concepts in geotechnical subsurface exploration. This position also provides guidance to subsurface drilling technicians to optimize productivity and efficiency by collecting electronic subsurface boring data while the drilling operation is in progress. This position is also responsible for preparing, reviewing, and updating Standard Operating Procedures (SOPs) for subsurface exploration practices, project site exploration surveys, and field operation procedures, including on-site drilling inspection reports, data quality control, and data management. This position will administer the development of electronic data collection systems by establishing a correlation between traditional subsurface investigation techniques and advanced geotechnical and geophysical data collection systems.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Four (4) years of experience in professional engineering.
Selective Qualification: Two (2) years of the required experience must have involved subsurface drilling and/or geotechnical data processing and/or geophysical data collection.
*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.
Licenses & Certifications
Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
Candidate must obtain a Subsurface Drilling Certification offered by NHI within two (2) years of employment.
