To learn more about Conti Federal, please visit http://www.contifederal.com/ General Position Description The Quality Control Manager (QCM) is responsible for ensuring project compliance with the requirements identified in the project Performance Work Statement and the Contractor Quality Control (CQC) Plan. The QCM will serve on various USACE, DoD, and EPA environmental remediation construction projects located in primarily the Northeast and Mid-Atlantic Regions of the United States. Responsibilities include daily quality control reporting, subcontractor management, quality control submittal management, conducting quality phase meetings, and frequent field quality control inspections aimed at preventing contract non-conformance. The QCM must be able to demonstrate and be champion of continuous process improvement throughout the project and company. The QCM will be working daily at the project site whenever work is in progress. Responsibilities + Leads planning, development, and implementation of the Quality Control Management Plan and system for all project activities from notice to proceed through final customer acceptance. + Establishes and leads quality control initiatives, activities, and corrective actions. + Reviews project specifications for project quality requirements and ensures and documents that work performed complies with contract requirements. + Reviews drawings and submittals for conformance with project specifications. + Coordinates the approval of material submittals and tracks the status of approval to completion. + Conducts weekly quality control (QC) meetings with the superintendent and provides daily QC reports as described in project contract documents. Accurately collects, processes, and analyzes data to formulate a solution. + Coordinates with the Project Manager to ensure timely submission of daily Contractor Quality Control Reports. + Studies and masters all aspects of the contract, specifications, addendum, pre-bid information, and plans. + Establishes excellent working and professional relationships with the clients and their representatives and/or field inspectors. + Attentively executes responsibilities/tasks with accuracy and precision. Pays close attention to details. + Maintains the project Non-Conformance Report Logs and timely generates accurate reports on actions and trends. + Gathers data and creates user friendly reports for management action on project performance measurables for Quality, including rework costs, first time quality, non-conformance reports, etc. Uses this data to drive continuous improvement. + Conducts and accurately documents all project meetings and timely records, issues, and distributes minutes. + Continually strives to improve processes and procedures to reduce waste. Develops or discovers new methods to make the company more competitive and profitable. + Has a solid time management system and demonstrates excellent organizational skills. + Performs multiple tasks simultaneously without compromising values or quality. + Coordinates the availability of adequate testing personnel, equipment, and laboratory compliance. + Ensures activities and actions (i.e., submittals, work plans, schedules, pre-construction meetings with client) are conducted in a timely manner to ensure effective project startup. + Reviews the specifications and knows the client expectations for deliverables. Ensures compliance through in-depth reviews of the project documents including the safety and health plan, work plans, and quality control plans. + Knows the schedule and estimate strategy. Ensures the quality management systems are properly integrated to provide the most efficient and goal-oriented program possible. + Reviews test methods and procedures with in-house technicians and subcontractor labs. Discusses the requirements with the Superintendent to ensure all testing is performed according to the proper procedures and all of the data is properly collected. + Ensures incoming products and materials are acceptable (i.e., specification, grade, timeliness). + Initiates, communicates, and tracks non-conformance corrective actions. Discusses resolution ideas with the project team and properly dispositions. + Conducts the Three Phase Quality System at the project level on a daily basis. Works with the project team to ensure meetings are thorough and conducted in a timely manner. + Oversees the assembly of Sampling and Analysis Plan (SAP) documents, whether self-performed or written by a team member, Subcontractor, or other. Ensures compliance for each phase from initial schedule to final printing and distribution. + Complies with safety procedures/policies and addresses and/or elevates non-compliance among all employees, subcontractors, and vendors. + Leads the Project Management team in the preparation of technical project submittals. Ensures the completeness and quality of every submittal. Qualifications + For Security Clearance Requirements – must be a US Citizen, as required. + Bachelor's Degree from an accredited college or university in one of the following disciplines: + Engineering + Architecture + Construction Management + Engineering Technology + Building Construction + Building Science + Three or more years of relevant construction industry experience in quality control in chemical/hazardous waste investigations and environmental remediation (experience with quality control in areas specific to hazardous, toxic, and radioactive waste (HTRW) sites, including remedial investigation and remedial action implementation). + Current USACE Construction Quality Control for Contractors certification required. + Proficient in the Three Phases of Control Quality Management System utilized by USACE and other Federal Government Agencies + Training in and experience with the USACE Resident Management System (RMS) 3.0 + Experience with submittal management + Ability to read and understand contract drawings and specifications + Strong verbal and written skills + Proficient in Microsoft suite (Excel, PowerPoint, Outlook, Word) Physical Requirements + Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crouching, kneeling, crawling or stretching. + Must be able to lift up to 50 pounds at a time.
